Has anyone on this list ever had an authority ask to see a DoC or TCF after
the product was placed on the market? We have had two products audit tested,
but no one has ever asked for these documents.

RE: Receiver Requirements in ETSI 300 220

EN 300220-1 contains the test requirements, but its reference is not
published in the OJ. EN 300220-3 is published in the OJ and lists the
sections of EN300220-1 that apply in order to comply with the essential
requirements concerning article 3.2 of the RTTE Directive. As you noted, it
lists requirements for the receiver as well as the transmitter. If you
declare compliance using the standard, you will have to comply with all
requirements of EN 300220-3. I once used the TCF route and the Notified Body
told me that the blocking requirement was not an essential requirement. Go
figure. Oh, and, of course you also have to comply with EN 300 683 or its
replacement, EN 301489-1 and EN 301489-3.

In the title of ETSI 300 220 it states Harmonized EN covering essential
requirements under article 3.2 of the RTTE Directive.  Article 3.2 is only
concerned that the device effectively uses the allocated spectrum, but
within the standard it has a battery of receiver immunity tests.  I thought
that by completing ETSI 300 683 Electromagnetic Compatibility (EMC) standard
for short range devices that we had shown compliance with the requirements
of the EMC Directive.

My question is this;  Do I show compliance with the EMC Directive and the
RTTE Directive by complying to ETSI 300 683 and ETSI 300 220 (less the
Receiver tests of ETSI 300 220)?

Your comments would be greatly appreciated.

Conducted Emissions Testing of Intentional Radiators

When are testing a FCC Part 15 intentional radiator operating below 30 MHz,
and have encountered the situation where the emissions from the antenna is
being received by the power cord and causing the system to fail conducted
limits. The transmitter complies with the conducted limits with a dummy
antenna load. The transmitter has a detachable antenna and a 12 ft antenna
cable. Is it permissible to demonstrate compliance with the conducted limits
by 1) using a dummy antenna load, or 2) placing the antenna outside the
chamber, or 3) some other way? Obviously, whatever method we use must be
acceptable to the FCC.

David, my suggestion is to determine which is the worst case EMC environment
- the applicable standards or the actual environment - and design for that.
We had a similar problem with a particular CCTV installation. The CCTV rf
immunity standard specifies 10 V/m; however, the guard watching the CCTV
monitor was using a hand held radio that produced a field much higher and
the interference was unacceptable to the customer. We had to add fixes to
increase the immunity level far beyond what the standard required. You may
have a similar problem. Good luck.

Dear group,
A customer has been asked to redesign a board to stop it malfunctioning due
to vibration, temperature and radio interference.  They have been given a
control PCB which they are told is the main culprit for the malfunctions.  
 
They circuit is mounted in an armoured vehicle as part of a security system
which sprays bank notes with red ink when it believes a robbery is taking
place.  Apparently it sprays ink if it gets too hot, too cold, gets bumped,
or if a radio or mobile phone is operated too close to it.
 
The bad news is that this is on the market and being used by security firms
within the UK and mainland Europe, with no real evidence of previous
compliance with anything.
 
Should this comply with any of Vehicle directive requirements?  
Are there any peculiar EMC requirements other than the usual 61000 series? 
What standard is likely to cover this device for use in vehicles?
Although they haven't asked, what would be the most appropriate standard to
cover safety requirements for this device.  (Although is runs of only 12V, I
am concerned about a fault causing a short across the battery, for example)?
 
There was mention of selling it in the US too.  If any has thoughts on what
such a device should comply with there, all comments would be gratefully
received.
 
If you are thinking of writing back and suggesting the device be thrown in
the bin, then I'm sorry to say that someone else has beaten you to it.

(SIS), then the Swedes had to go and change their web site.

Radiated immunity testing above 1 GHz

I need to make a decision on an amplifier for radiated immunity testing in
the 1-2 GHz range. The choices appear to be a new solid state amplifier ( I
have not located a used one) or a used TWT amp. Is anyone using a TWT
amplifier for radiated immunity testing above 1 GHz? Do I need to be
concerned about protecting the tube from damage caused by excessive VSWR
cause by, perhaps, chamber effects? Is there anything else I need to know
about TWT amps (yeah, I know - throw it way if the tube dies)?

We have the same frequent burn out problem and we also have attributed it to
the filters. We just keep replacing them. Has anyone tried the rugged bulbs
marketed for use with garage door openers or ceiling fans or have tried the
extended life bulbs? Do they last longer in chamber use to justify the cost?

I wanted to share an experience and I hope benefits someone else.

My past experience with shield room lighting is that incandescent bulbs
frequently burn out, about once every 2-3 months.  I tried ruggedized lamps
of various sorts, still with the same results.  Obviously, I wanted to avoid
florescent lighting because of the huge fields they radiate.  After some
investigation and discussions with co-workers, it became apparent that the
problem is the line filter for service power in the room and the tungsten
filament in the bulb.  These line filters are typically have a really large
line to neutral capacitance which significantly lowers the source impedance
of the line.   Coupled with this, tungsten experiences a fairly high in-rush
current owing to it's very dynamic negative temperature coefficient.  I
toyed with idea of using inrush limiters but I thought there had to be a
reliable low-tech solution.  And at all costs, whatever solution I used, I
wanted to avoid injecting unwanted RF noise into the room.

I discovered traffic light signal bulbs.  Available from a few sources,
these bulbs have at least 5 filament supports,  heat dissipaters and
reflectors and are designed for continuous on/off operation in all sorts of
weather conditions.  They even keep working when the hanging fixtures bang
into each other in wind storms.  I also learned that these bulbs have about
a 1 to 2 year life expectancy in these conditions, so I tried it out in my
room.  So far, I've logged a full year of use on 4 x 150W bulbs with no burn
out.  And no, I don't just leave them turned on.

If you want to try this, do it soon because it appears that these bulbs may
become a thing of the past and prices may be driven up.  Over the last few
years, many cities and counties are replacing their incandescent bulbs with
the new LED bulbs and with great success.  As soon as a white LED light
becomes available I may try it out, although I guess I could use red LED
lamps since I used to be in the navy.

This is a good example of an inarticulate clause in a standard. One sentence
in clause 7.5 reads Normally, the maximum length of the specified shielded
cable shall be used. But the following sentence reads With respect to the
frequency spectrum of the surge 20 m length of the specified shielded cable
shall be used in non-inductively bundled configuration for physical
reasons. Duh! What they heck are they trying to say in that last sentence?
Are we expected to use the maximum length cable specified for the
application but no longer than 20 m? That's seems to be what is being said
in a convoluted way.

According to IEC/EN 61000-4-5, the surge pulse shall be injected onto a
screened cable 20 meters from the DUT.

We have a fire alarm system with 20 detectors connected on the same screened
cable, 1.5 meters between each detector. We have been told from the local
test lab that we have to add a 20m cable between each detector in order to
surge test each detector.

I'm sure our local cable distributor like that idea ... , but do we really
have to do this ? Why is this 20 meters cable needed ? Is it to induce the
surge pulse from the screen into the cable lines?

The 20 detectors make a total cable distance of 30 meters and the screen is
continuous. Is it possible to insert a pulse in the beginning of the cable
and test all detectors simultaneous ?

Dual band transmitter

I have a dual band transmitter that I must test per FCC Part 15. The device
operates simultaneously at 13.56 MHz and 915 MHz and there is one external
antenna for each band; however the output is time muxed such that
transmission occurs on only one band at any given time. In order to minimize
the need for filters to prevent SA overload while measuring radiated
spurious emissions, may I test with one port terminated into 50 Ohms then
switch ports and repeat?

Scott, you do not have to test for power line harmonics or flicker if  1)
your product is not mains powered, and 2) you have no intention of selling
it along with a particular power source, and 3) you do not specify that it
be used with a particular power source. If the choice of power source is up
to the system manufacturer, he is responsible for compliance of the system
including all of its variants.

Fellow Listees:

There were some recent threads regarding what testing is required for a
product that obtains power from a supply external to the product and maybe
not supplied by the manufacturer. I think the questions were related to EFT
or surge.

I have a similar situation. Our products are network powered; that is, there
is a ferroresonant power supply connected to the network and we just tap
into that available power. This is CATV land and not Telco. We do not make
the supply nor do we sell them. Our products have switching supplies which
run on the quasi-square wave provided by the ferroresonant supply. Voltage
of the supply is in the 60-90 VAC range.

Question is: EN 50083-2 : 2001 (4.1.2 Disturbance Voltages From
Equipment...) says that if our products fall within the input current range
of EN 61000-3-2, then the tests and limits of that standard apply. Then EN
61000-3-2 : 2000 (1. Scope) says that the standard applies to products
intended to be connected to public low-voltage distribution systems.

One argument says that we are not connected to the public low-voltage
distribution system, instead the ferroresonant supply is. Therefore, since
we ARE NOT connected we do not need to do the harmonics test. The flip
side argument says that we still have to test harmonics because the supply
does nothing but provide power to our product and therefore we ARE
connected.

Understand that this system consists of power supplies and amplifiers,
etc. from one or more than one supplier (read that more than one
manufacturer). We cannot guarantee we are the sole provider here, in fact
will most likely not be the sole provider. Especially since we do not
manufacture or sell power supplies.

So all powerful and wise list, what's a mother to do? Do I, or do I not,
test? Am I required to test? Have I missed something?

OK, I'll get more specific. I have an external interconnecting cable that
contains hazardous voltages.  Because of the application, in the USA I must
use UL Listed CL3P cable which is rated for use in risers and air handling
spaces (smoke requirements of the National Electrical Code). The insulation
system of a standard CL3P cable consists of the wire insulation and external
jacket, and the sum thickness is 0.4 mm. It is not clear that the insulation
parts are constructed of the same material. I must determine if the cable
complies with the reinforced insulation requirements of UL60950/EN60950, or
if I need to have a special cable constructed. Someone mentioned that the
two insulations must be the same material in order for the system to be
classified as reinforced. I cannot find that requirement in the standard.
Nor can I find any statement that says that a two part insulation system
must consider one part to be basic insulation and the other part to be
supplementary insulation. Frankly, I can find nothing in the standard that
indicates why the particular construction of this cable is not allowed to be
considered as reinforced insulation. The only issue at hand, it appears, is
that it must be shown that the insulation is mechanically durable in the
intended application. That is where I rely upon the the UL Listing - they
seem to believe that it is perfectly acceptable for a 300V interconnection
application - at least the kind that my equipment will employ.

Consider the insulation construction for an external interconecting cable
connected to secondary hazardous circuits of ITE (EN60950). Is it
permissible for the reinforced insulation to be constructed of two layers
(e.g., conductor insulation plus external jacket) if the total thickness is
at least 0.4 mm? Clause 2.2.1 appears to allow it; however, clause 2.9.4.2
appears to indicate that layered insulation can only be used internally.

October. Although the negotiation process is over, texts are NOT final 
versions and have not yet been placed on EU statute books. The agreement 
has to be checked for inconsistencies between the articles and translated
into Community languages. The final date for publication in the OJ is the
New Year, a best estimate being March 2003.

The headline changes agreed last Friday are:

Collection target to average 4 kg to be met by 2006 and a new target 
established by the end of 2008.

No mandatory requirement to separate WEEE from household waste.

Minimum recovery and recycling targets unchanged.

The use of clever chips to be encouraged so that producers do not 
specifically prevent WEEE re-use.

Producers responsible for financing own waste and providing guarantees 
that future costs will be covered for all WEEE.

Due to accountancy problems (accruals), agreement to consider historic 
waste to be addressed separately, but ahead of final publication.

ROHS to be effective in July 2006 (ie lead-free delayed 6 months, all 
other prohibitions brought forward 6 months).

Performance Criteria A

Most of the CENELEC immunity standards specify performance criteria A as
follows:

The equipment shall continue to operate as intended without operator
intervention. No degradation of performance or loss of function is allowed
below a performance level specified by the manufacturer when the equipment
is used as intended. The performance level may be replaced by a permissible
loss of performance. If the minimum performance level or the permissible
performance loss is not specified by the manufacturer, then either of these
may be derived from the product description and documents, and by what the
user may reasonably expect from the equipment if used as intended.

However, ETS 300 683 and ETSI EN 301489-1 and -3 (and I presume the other
parts) read less clearly as Operate as intended and No loss of function.

Can one presume that CENELEC's more well defined wording of Criteria A can
be applied to the ETSI standards? Specifically, can the  manufacturer
specify a degradation of performance or loss of function as long as the
degraded performance is not less than what the user may reasonably expect
from the equipment if used as intended.

Good question Amund. I found nothing in the Directive that provides a clear
direction. I think that sound of silence from the rest of the group means
that no one knows the answer. I checked the UK's notification form and there
is only one place where they ask about the receiver:

Duplex direction (if applicable)
This should state simplex, ½ duplex or duplex operation. If duplex please
quote, where applicable, transmit and receive frequencies and/or duplex
split.

It's a mystery.

Gary, I was recently in conversation with UL about LEDs whereas I am 
now being told that UL has convinced the European counterparts that 
LEDs are no longer considered Class I Lasers and the requirements for 
them to be tested as such has been dropped.  UL no longer treats them 
that way in their CB Reports.

George, the product has to comply with the standards. In this particular
case, the product consists of two parts that operate together, and must
therefore be tested as a system. All of the power line tests apply when the
when the complete system is powered and operating.

I am talking with an offshore manufacturer who is suggesting that their CE
marked ITE gear does not have to pass Surge and EFT since it runs off 12Vdc,
normally provided by an AC/DC power supply, which is supplied in the same
package.   They suggest that the AC/DC power supply, but not the ITE, has to
pass Surge, etc.  I'm sure that the whole system has to pass,  but I don't
know chapter and verse to quote.   I suppose the scope should be spelled out
in EN55024 but I don't have a copy of it, yet.

Gary, I have to be concerned about LEDs also and have found that I need to
consult EN 60825-1 in order to determine the design and documentation
requirements for Class II LEDs. Our EU safety agency requires that we
demonstrate compliance even with Class 1 devices. For the lower emission
LEDs, compliance can usually be demonstrated by a review of the LED
specifications and perhaps a fault test. Otherwise the emissions must be
measured. The standard was an requirement for us in one situation where we
used a high intensity Class 2 LED inside the product in order to obtain the
necessary light outside the product. The external emission was Class 1, but
labels and documentation was required for service.

Well that process doesn't seem to work that well either. I have a mouse and
keyboard that both have a UL Recognition mark. The mouse has a GS mark and
the keyboard has a Bauart mark. Of course, the reason the keyboard has the
Bauart mark rather than the GS mark is that it does not comply with the GS
requirements for a German keyboard. But that does not explain the marks on
the mouse.

It's not really a mixed set of approvals.  UL must have considered the
device to be incomplete in some way (does it have an enclosure?), therefore
they Recognized it as a component as opposed to Listing it as a finished
product.  The GS Mark has no mechanism for delineating between components
and finished products - both can receive GS approval.  Hence the TUV GS
mark.  

That's my guess, based on the limited information you gave.

Unfortunately, parameters contained in harmonized specifications do not
indicate that the frequency band is harmonized. For that, you will have to
check out CEPT recommendations and decisions and then determine if the
target countries have adopted them. Sigh, one would wish for an easier

What types of chamber effects, if any, should one consider when
determining the extra factor to be applied to determine the forward power
applied to the transmit antenna. Potential effects might include loading of
the antenna by the anechoic materials or the chamber itself and resonance's.
If there are such effects, what factor should be applied to these effects in
order to determine the required forward power to the antenna? And before
someone mentions the other factors to consider, I am aware of the need to
account for VSWR and loss in the directional coupler and cable.

Be careful. First a safety agency has be accredited by the Standards Council
of Canada (I think that's the name). However, their accreditation must now
be accepted by each of the provinces who actually have legal jurisdiction
over electrical installations. When UL first claimed accreditation, they
found out the hard way that they needed to take the next step and gain
provincial accreditations. So, be sure that the safety agency has been
accredited by the provinces. CSA obviously does, and I received assurances
from UL, MET and TUV Rheinland, but I cannot speak for other USA based
agencies.

We assume the marks from all bodies gives full access within Canada, but

the equipment may create a construction file describing how safety is
accomplished and have the file available for OSHA review.

Thanks for identifying the States Rich - I have tried to get that list for
ages.

BUT - There is an IMPORTANT caveat - if the product is to used where OSHA
rules apply then it is mandatory that the product be 'approved' by a NRTL of
which UL is the most easily identified. So if the product is for commercial
use - then there is a legal requirement to had it 'badged' by an NRTL.

electrical products for sale must be Listed. Some local electrical codes

Rob.
Required is an interesting term, and this is a long debate involving
OSHA, National Electrical Code, fire codes and when and if anybody inspects
the equipment before its installed.
There are places that you probably would be alright, some that you
wouldn't probably be caught even if it wasn't right,  and then there are
places like the City of LA that seems to have a pretty rigorous inspection
policy. They by the way can give you a City of LA inspection, but it isn't
of any real value outside of LA.
Then there are customers that use the safety marks in an attempt to
reduce their liability by showing they have done what any reasonable
manufacturer would do to protect customers. 
So short pragmatic answer, in my opinion, yes you need it.

Some states (e.g., North Carolina), counties (e.g., Orange, CA) and cities
(e.g., Los Angeles and San Francisco)have a legal requirement that all
electrical products for sale must be Listed. Some local electrical codes
(e.g., Oregon) require electrical equipment be Listed. Since my company
sells products virtually everywhere in the USA, we List all of our products
including those powered by Class 2 sources. I recommend that you do the same
unless you know for a fact that your target locality has no legal
requirements for Listing.

Radiated Immunity Testing

Using the antenna factor of a particular antenna, one can compute the
theoretical power required to create a specified E-field at a specified
distance. Without over specifying the power amplifier (assume Class A), what
minimum safety factor should be added to the theoretical values to account
for impedance mismatches, cable loss, directional coupler loss, compact
anechoic chamber effects (3 m) including loading of the antenna, the allowed
6 dB field variation and any other effects.

Let's think about this for a moment. The output power from a limited power
source is limited such that there is insufficient energy to start a fire.
However, the purpose of a a cigarette lighter is to start a fire. No, it is
not a limited power source. Can you make it one? Yes, by placing the proper
current limiting device in the plug.

Yes.  Get a good beefy DC power supply.  

Attach both leads of the thermocouple to one of the 
outputs PLUS or MINUS.  Doesn't matter. 

Twist together the leads to be welded. 

Get a piece of lead that's used in drafters pencils. 

Attach this piece of lead to the other output of 
the power supply.  

Turn on the power supply. 

LIGHTLY and QUICKLY touch the twisted leads 
of the thermocouple to the lead a few times.  

Welding will commence.

any of the following standards or any other acoustic standards for ITE?

 EN27779 Acoustic measurement of airborn noise emitted by computer and
 business equipment.

EN 60825-1 and LEDs

This question is addressed to those testing visual LED emissions to EN
60825-1. What test equipment are you using to measure the apparent source
size? Given that LEDs are about 5 mm in diameter, LED fiber optic
transmitters are about 2 mm in diameter and plastic fiber optic cable is
about 1 mm in diameter, are you able to measure their apparent source size
with reasonable accuracy?

Signal Generation

Certainly someone out there has devised a simple, lost cost method of
extending the operating frequency of their signal generator by using some
type of harmonic generating device such as a mixer or step recovery diode
and filters. In one application, I need to extend a 1 GHz generator to 2 GHz
and in another to 25 GHz (fat chance?). Any suggestions (other than buying
new generators)?

 Measurements Issues, Conformity, pp. 22-28, August 2002.

After reading your posts (especially the one from Michael Peters on 6
Sep 2002) and more studying of FCC Part 15, I believe the best procedure
for FCC testing of intentional radiators is:
1.  Measure radiated and conducted emissions just as we would do for any 
unintentional radiator.
2.  Measure radiated and conducted emissions from the lowest radio 
frequency generated in the device on up to the specified highest
frequency, to meet clause 15.33(a).

I had followed this procedure to FCC test two 418MHz telemetry
transmitters for a client.  In this particular case I was comfortable, 
because Don Bush had tested previous products for this client this way,
and they had all been licensed by the FCC without any problems.

But I wanted more justification for not testing intentional radiations
to FCC Part 15 clause 15.209(a) below the fundamental frequency, than
just because we've always done it that way.

FCC Testing 2.45 GHz Transmitter

Consider a 1W frequency hopping, spread spectrum transmitter operating at
2.45 GHz. The FCC released a Public Notice on acceptable test methods
(Filing and Measurement Guidelines for Frequency Hopping Spread Spectrum
Systems) where they recommend that the spurious radiated emissions in the
restricted bands are to be measured with a high pass filter. There is a
restricted band at 2483.5-2500 MHz. Given a 1W transmitter and a spurious
limit of 500 uV/m at 3 m, it would seem that I  need a very sharp high pass
filter or a very good notch filter to measure in that band. Is this
feasible?

It would also seem that a notch filter or low pass filter is required for
measuring spurious emissions in the restricted bands below 2.45 GHz. There
is a restricted band at 2310-2390 MHz. Again, is a filter feasible?

I am aware of semi-custom filter suppliers, but are there any off-the-shelf
filters available?

Chris, the CE marking indicates that the product complies with all
applicable directives. The only two directives that might apply is the LV
and EMC directives. However, the LVD does not apply since the working
voltages are low. The EMC directive would apply if your equipment is likely
to cause interference or likely to be susceptable to interference. I tend to
believe that your equipment is not likely to cause interference, but it
might be susceptable to magnetic fields. So some immunity requirements may
apply. If so, your Declaration of Conformity would only claim compliance
with the EMC Directive. If the EMC Directive does not apply, then no
Declaration or CE marking is required.

We have some telephone headsets that we want to CE Mark, but are not sure
what safety standard to use.  Additionally, I don't see any category under
the CE Marking directive that would be entirely applicable.  The LVD seems
most logical, except that the input voltage to the headsets is well below
the 75DC, 50AC cutoff.  The headsets will connect to an OEM audio amplifier
that has been evaluated to the LVD, and seems to contain all the necessary
isolation (we are not even selling the amplifier). The primary reason for
wanting to CE Mark is because a competitor is doing it.

Is there a safety standard that we should use that is specific to these
telephone headsets for EU compliance?

On the whole, of course safety is involved; but that is not the question at
hand. What I am trying to get at is that a particular requirement/test may
not be safety related in a particular application. That occurs from time to
time in ITE testing, so is there any reason why the same investigative
rationale cannot be applied to the components used in ITE, such as
lasers/LEDs, where the standards for those components have a normative
reference in the ITE standard?

I suspect this is more of a recycling issue.
When wiring is incinerated rather than recycled at end of life, it releases
all sorts of ugly substances into the atmosphere.  I seem to recall reading
this as part of either a German or Swedish (Danish?) proposal.  I am sorry,
it has been too long since I worked this issue and I cannot at this moment
recall the organization's name... Blue Angel (Blau something? German)
Swedish...no solid memory of the name, but it was a website for the
organization.

I know this has come up before, but I need to quote chapter and verse.

In a conversation with an acquaintance of mine, the EMC Directive became a
topic with
DoW and use of superceded standards for presumption of conformity becoming a
contentious area.
I maintain the following understanding:

A product is evaluated to standard A. At some point standard a can no longer
be used for
presumption of conformity (DoW) and standard B must be used. Therefore if a
product is 
still being manufactured for sale after the DoW of standard A, then the
product must 
be re-evaluated according to the new standard B. (An exemption being those
items 
returned for repair and not modified/updated/upgraded). 
If the product was no longer produced and placed on the market after the DoW
then
there is no issue.

My acquaintance notes that if the product was tested to standard A, as long
as it
has not been 'updated, modified, or changed in anyway' since the initial
compliance
test, it can still be manufactured and placed on the market after the DoW
without
re-test.

I believe that my understanding is the correct one. I tried to locate it in
the EMC 
Directive itself but I can't seem to find it. Am I incorrect?

My opinion is based upon an assumption - the product is intended to be
operated from a mains connected power source. I would test it with the power
sources that would optionally be provided with the product and test the
system at 120V and 230V.

I don't know what EN 61236 is, this answer applies to the standard CE/RE
testing that is always applicable to all kinds of equipment.  One response
to this query seemed to assume that the 24 Volt model was dc.  I assume it
is 24 Vac, because that is a common household control voltage, and because
the only difference in each model is the transformer.  I'm not up on the
legalities, but I would say that your differential mode emissions will be
maximized using the low voltage model, since the current draw will be
greatest.  Common mode emissions will be greatest with the 230 Vac model,
because the potential applied to stray capacities is the greatest.  The 120
Volt model is intermediate for both kinds of conducted emissions.  If both
high and low voltage models meet requirements, then I would expect the
intermediate voltage model to also meet requirements.

I've been approached and asked to advise on just how much to test...
remember I'm a test lab so my answers may be biased.

My client has three designs, the only difference is the transformer.

A 24 V version for low voltage control systems ( about 49.5% sales volume )
A 120 V version for use in the USA, but will have the CE mark. ( about 49.5
sales volume )
A 230 V version destined for the EU. ( about 1% sales volume )

He is testing to EN 61326, and asked me if he should test all three, or can
he reduce the testing based on volumes of the products sold. I suggested
that the 24 volt version be tested period... The 120 volt version tested
period. And the power input portion of the 240 volt version be tested.

Anyone in the group want to comment?

George, the ITE safety standards require that the plug be rated for at least
125% of the equipment rating. I believe that the US National Electrical Code
has the same requirement.

Recently my purchasing department asked me to recommend standards for power
cords.   These are detachable power cords for ITE equipment, both 3-wire and
2-wire.   
Typically the cords are marked with one or more of  CSA, UL, (Dentori T).
The ones we get are typically rated from 6 to 10 times the required current
for a given product. 

My question is, are there required or recommended power cord design margins
for current, voltage, power, temperature range, insulation, etc. spelled out
in IEC/EN 60950 or UL1950 or  MIL-HDBK 217 or elsewhere?

Laser Emissions Measurement

Consider a Class 1 Laser Product. Once the protective cover is removed for
service, it is physically possible for the 12 mm probe to be inserted into
the beam where Class 2 levels are present; therefore, human exposure of a
finger is possible. However, it is not physically possible to directly view
the beam nor is it possible to place the measurement instrument into the
beam at the specified measurement distance of 100 mm. What are the
measurement requirements in this case? Must I take the system apart such
that the beam can be measured? If not and since Class 2 limits are based
upon viewing considerations and not finger exposure, do I get off the hook
for needing the Class 2 warning label on the protective cover?

Fiber Optic Systems

We plan to purchase for resale an LED fiber optic transmitter, receiver and
cable that will provide a communications link to our products. While we will
resell these devices as optional accesssories for our products, the
accessories will retain the original manufacturer's brandname. We will
obtain the products from EU based sources, so we will not be involved in
inportation. The transmitter is a stand alone product with its own power
source. The receiver, on the other hand, is a module that attaches inside
our equipment enclosure and receives its power from our equipment;
therefore, the fiber optic cable must enter our equipment enclosure. I need
to determine:


1) if and how EN60825-2 will apply to any of these accessories - i.e must it
appear on any Declaration of Conformity?
2) if my company must issue any Declaration of Conformity that lists
EN60825-2.

EU Electrical Codes

We need to embed secondary wiring (50V) into a narrow trench cut into a
concrete floor located at ground level. The installation has to be compliant
with the electrical code used in the EU. It has been suggested that we use
flexible conduit such as the one listed at the this link.

It is my understanding that IEC/EN/?? 60950-1 is intended to supercede
IEC/EN/?? 60950 3rd Edition.
This is evidenced by the statement from CENELEC's web site relating to
EN60950-1, which is
Supersedes EN 60950:2000. The IEC's website provides this statement This
first edition of IEC
60950-1 cancels and replaces the third edition of IEC 60950, issued in 1999,
and constitutes a
technical revision.

For specific requirements for particular product variants, other sub-parts
(EN60950-xx) would be
necessary. BTW, EN60950-21 (remote power feeding) is the only sub-part on
record with CENELEC
according to their website. In addition to Part 21, the IEC's website also
describes Part 22:
Equipment installed outdoors and Part 23: Large IT equipment with integral
robotics.

So, I believe that if products do not apply to any sub-part, then I would
presume that sub-part 1
would be the only sub-part that would apply.

We have noticed a change in our OATS characteristics depending upon the
dampness of the area. It is especially noticeable this time of year when we
get a lot of rain in Florida. Does anyone else experience this phenomena?

More to your question Mat, the major contributors to the measurement
uncertainty would be the repeatability of the setup of the EUT and test
equipment (e.g., distance from EUT to antenna) and the stability/drift of
the EUT and test equipment. Half of these parameters are human based (setup)
and should vary less if the same person performs all of the tests. I have
not seen a paper on this subject. Unually these variations are lighly
covered in texts on measurement uncertainty.

Home Network

I want to upgrade my 1MB/sec home network that uses my phone line. I have
several choices, but would like to hear from others before I make the leap.

1) I understand that 10MB/sec Ethernet will operate on Cat 3 twisted pair
and that normal phone wiring is Cat 3. If use my existing phone wiring
(multiple pairs running all over the house) what are the chances that I will
have interference coupled to my telephone or vice versa?

2) If I use a 10/100 MB network interface card, are there options to force
the network to operate at 10MB?

3) My other option is go wireless, but there are two competing standards RF
and 801.11b. Some reviews indicate that the latter may soon be replaced by
another 801 standard. Also, some reviews indicate that 801 is not as good a
product as one would be lead to believe.Is wireless networking in the home
effective and if so, which standard should I use.

Mexico Mains Voltage

I understand that Mexico uses a 220V Wye distribution system such that the
single phase voltage is 127V. What low line and high line voltages should
one consider as being normal where equipment should continue to operate as
intended? I ask this because I doubt that 127V is really the nominal voltage
with an expected variation of +6% and -10% as found in IEC60950. What are
the real conditions that one should design to without over designing?

John, the ENs that you will use will depend upon the intended application.
For emissions, EN 55022 applies for ITE applications, EN55103-1 for
professional use and there may be other standards for other applications
such as instrumentation and process control. There are at least two immunity
standards: EN50130-4 for surveliance/alarm system applications and EN
55103-2 for professional use.

Humidity is not the only variable, and may not be your major variable.
Repeatability of ESD results is a statistical problem. Consider the
variables:
-humidity
-approach speed (for non-contact discharge)
-angle of the probe (for non-contact discharge)
-synchronization of the ESD application with the various logic states of the
EUT
-rise time and peak di/dt variance as applied ESD voltage is changed
-variance between ESD guns

And I am sure there are more variables. The only way one can really
determine a product's real ESD immunity is to apply thousands of hits at
different voltage levels and apply a statistical evaluation. In the end, one
can only say that the equipment is immune to X volts with Y confidence.

Dear Group 

I tried to find David Pommerenke article's in the Journal of ESD on the Web
but alas no downloadable version was found, so may I ask the group a
question?

We have an ESD field failure which is occurring in dry hot countries ( no
surprise )which can be recreated with an ESD of -800V. In an attempt to get
a high incidence of discharges we used a dehumidifier to create a dry
environment. The result was a reduction in discharges. 

Thinking the problem through -now- as a dry atmosphere will encourage the
production of high level ESD and a humid environment inhibits the charge to
a lesser level, presumably because it 'leaks' away. Then is it wrong for us
to attempt to 'dry' the local atmosphere in the hope of gaining consistent
ESD from an ESD gun, that is to say the more humid the environment the more
efficiently the discharge will transfer to the victim?

Incidentally, to add to the thread regarding intermediate level testing for
ESD and EFT. This exercise has revealed different failure mechanisms at
different ESD levels.

Ken, a UK court ruled that CE+CE does not equal CE. They fined at least one

Here is what I have learned about switches this week. There are very low
power rated switches for usual ATE applications, power switches (circa 200W)
and high power switches. For power switches, the insertion loss is in the
order of 0.2 db over a very wide frequency range (DC to many GHz). The power
rating is based upon the power than can be conducted through the switch -
not switched. The power must be turned off before switching or be about
1-10% of the rating while switched to prevent premature failure of the
contacts. A minimum power of about -20dbm must be used to overcome the
losses in the switch. Options include type of connector (e.g., SMA, N,
indicator contacts, latching type, and others. GPIB controllers are
available for controlling switches. My particular application is to add to
our radiated immunity setup. We are adding a 1-2GHz amp and directional
coupler. I have to switch the signal generator between two amps, switch the
antenna to the directional couplers and switch the power meter to the
couplers - 3 relays. I plan to use a simple, manual two position switch to
control the three relays and think about automation later.

In our pre-compliance lab, we've got a pair of LISN's, a LISN-mate type
thing that I'll call a DMRN (DM rejection network), a transient limiter,
some clamp-on RF current probes, an amplifier, the front end of the
analyzer, and a 50 ohm terminator.  All this gear is connected and
unconnected a hundred times a day when we're deep into trouble-shooting, and
I'm sick of doing up and undoing coax connectors.  I don't trust push-on
coax connectors.

What I envision is a system with a few of these coax switches in it. The
analyzer input would go to a switch that selected either the amp (used only
with the clamp-on probes) or the transient limiter (used with the LISN's).
The limiter input would go to a switch that selected between the output of
the DMRN or the Line LISN or the Neutral LISN.  Etc.  You get the idea.

Is there anything to stop me from using coax switches with suitable CW
power, insertion loss, and frequency spec's? Am I headed for trouble if I
have 2 or 3 of these switches in the signal path, due to cumulative
insertion loss?

RF Loss Question

I am adding a RF device into my transmission path, and the device has a VSWR
of 1.2 and an insertion loss of 0.2. Will I end up with a total loss of 0.6
dB due to a loss of 0.4 dB due to the VSWR plus the 0.2 dB insertion loss?

Switzerland has adopted the RTTE Directive. In doing so, any CENELEC
exposure standards that address your products would be applicable for the
general public. Those standards are based upon the Council Recommendation
which in turn is based upon ICNIRP 1998 guidelines for exposure of the

We also use the 34970A for data acquisition with HP BenchLink for our safety
testing and are very pleased with it's performance and ease of use.  We also
have a Hydra II system which mostly gathers dust now.  The 34970 / BenchLink
system is so much easier to setup  use.  Also the data log is a snap to
link into a Word report.

We use an Agilent 34970A data aquisition unit with three 34901A 20
channel mux modules fitted. This is not a PC card but a rack and stack
instrument about the size of a bench DVM that connects to the PC via a
serial cable. It also comes with the software. Very similar to the fluke
hydra II.

This has proven to be an excellent instrument and well worth the investment.
Most other equipment of the same price could only offer around 10 channels
of measurement whereas this allows up to 60. It is also modular so you only
need buy as many 20 channel mux modules as you need.

I do any monitoring any temp testing with a Fluke Hydra II and 
associated PC software. Set up and define probes, start software, 
dump into an Excel spreadsheet or report.  Communication between

Class 2 LED in ITE

We are developing an ITE product for the EU market that includes a Class 2
LED that produces Class 1 emissions outside the product. After review of
EN60950 and EN60825-1, I believe that the following requirements apply. The
clause references are in parentheses.

When assembled for normal operation

1.  No part of the human body may be exposed to Class 2 emissions (3.16)
2.  An inserted 12 mm diameter probe up to 80 mm long cannot intercept
Class 2 emissions (3.3.2)
3.  No part of the human body may be exposed to reflections of Class 2
emissions from a flat surface introduced through any opening in the
protective housing (3.32)
4.  Class 1 Laser Product label required on product or in information
for the user (5.2)


When being serviced

1.  A tool shall be required to gain human access to Class 2
emissions (4.2.2)
2.  Caution - Laser Radiation (or laser light) When Open, Do
Not Stare Into Beam label on cover. Light may be substituted for
Radiation and LED for Laser (5.11 and 5.12).  TUV GS marking requires
the warning to be in German (EN60950, Annex ZC, 1.7.14).

User Information

The following information is to be supplied in user information, if any
(6.1).  The information must be in one of the accepted languages of the
country (EN60950, 1.7.14).

1.  Instructions for proper assembly, maintenance, and safe use
including clear warnings concerning precautions to avoid possible exposure
to Class 2 emissions.
2.  A description of the Class 2 emissions (e.g., wavelength)
3.  Reproductions of all required labels and hazard warnings
with the location on the product noted.

Purchasing and Servicing Information

1.  In all catalogs, specification sheets and descriptive
brochures, the safety classification (Class 1) shall be stated (6.2a)
2.  Adequate instructions for service procedures including
warnings shall be provided to servicing dealers, distributors and to others
upon request (6.2b).
3.  Service instructions intended only for service personnel may
be in English (EN60950 1.7.14), except that TUV GS marking requires the
instructions to be in German (EN60950, Annex ZC, 1.7.14).

Well, this series sure took a left turn and accelerated hurriedly out of
site of the original intent which was to determine what the term consumer
means as used in the GPSD. The imaginary product example I put forth was
intended solely to support the question, and I in no way advocated that such
a product be placed upon the market without the proper safety analysis.

Now, back to the original question. I found the following definition of
professional apparatus in EN 55103-2 (immunity for professional A/V
equipment): Apparatus intended for use in trades, professions or industries
and which is not intended for sale to the general public. The scope of the
standard says that the standard does not apply to consumer apparatus. So,
it seems that the CENELEC authors of this standard are of the opinion that
there is a difference between professional and consumer apparatus. If the
authors are correct, the professional equipment I described is not included
within the scope of the GPSD. If that is true, what safety related
Directive, if any, applies? The only one I could find is the Liability
Directive, 85/374/EEC. The closest that document comes to having an
essential requirement is that Lack of safety which the general public is
entitled to expect determines the defectiveness of a product. Could it be
that the regulation of safety of these types of products are the
responsibility of the member states and governed by national worker safety
regulations? Seems weird that there is a gap in the harmonization process
for these types of products.

Can anyone advise the course of action in applying a CE mark as regards EMC
to a system some of whose component parts are not built by us and whose D of
C's claim light industrial immunity. However, the system has been running in
very harsh environments e.g. plasma etch applications at customer sites and
we wish to claim industrial level immunity for the system. The system is
obviously fit for purpose in the intended environment.
We have performed radiated testing to this level on the whole system.
Unfortunately if we surge test these light industrial components which
form part of the system we are certain they will fail at the appropriate
levels. One component is an industrial PC.
Does anybody have any suggestions as to what action to take to allow us to
apply the CE mark and claim industrial immunity?

ISN for EN55022 Network Testing

I would like to know what members of the group are using for an ISN for
network emissions testing per alternative 1 of EN55022:1998 (clause
9.5.1.1). Can a CDN-T2 per EN61000-4-6 be used?  Can the EM clamp per
EN61000-4-6 be used as the ferrites for testing with shielded cables per
C.1.2?
