RE: Receiver Requirements in ETSI 300 220
EN 300220-1 contains the test requirements, but its reference is not published in the OJ. EN 300220-3 is published in the OJ and lists the sections of EN300220-1 that apply in order to comply with the essential requirements concerning article 3.2 of the RTTE Directive. As you noted, it lists requirements for the receiver as well as the transmitter. If you declare compliance using the standard, you will have to comply with all requirements of EN 300220-3. I once used the TCF route and the Notified Body told me that the blocking requirement was not an essential requirement. Go figure. Oh, and, of course you also have to comply with EN 300 683 or its replacement, EN 301489-1 and EN 301489-3. Conducted Emissions Testing of Intentional Radiators
When are testing a FCC Part 15 intentional radiator operating below 30 MHz, and have encountered the situation where the emissions from the antenna is being received by the power cord and causing the system to fail conducted limits. The transmitter complies with the conducted limits with a dummy antenna load. The transmitter has a detachable antenna and a 12 ft antenna cable. Is it permissible to demonstrate compliance with the conducted limits by 1) using a dummy antenna load, or 2) placing the antenna outside the chamber, or 3) some other way? Obviously, whatever method we use must be acceptable to the FCC. David, my suggestion is to determine which is the worst case EMC environment - the applicable standards or the actual environment - and design for that. We had a similar problem with a particular CCTV installation. The CCTV rf immunity standard specifies 10 V/m; however, the guard watching the CCTV monitor was using a hand held radio that produced a field much higher and the interference was unacceptable to the customer. We had to add fixes to increase the immunity level far beyond what the standard required. You may have a similar problem. Good luck. Apparently it sprays ink if it gets too hot, too cold, gets bumped, or if a radio or mobile phone is operated too close to it. The bad news is that this is on the market and being used by security firms within the UK and mainland Europe, with no real evidence of previous compliance with anything. Should this comply with any of Vehicle directive requirements? Are there any peculiar EMC requirements other than the usual 61000 series? What standard is likely to cover this device for use in vehicles? Although they haven't asked, what would be the most appropriate standard to cover safety requirements for this device. (Although is runs of only 12V, I am concerned about a fault causing a short across the battery, for example)? There was mention of selling it in the US too. If any has thoughts on what such a device should comply with there, all comments would be gratefully received. I had a very good source of pdf ENs at the Swedish Standards Institute (SIS), then the Swedes had to go and change their web site. http://www.sisforlag.se/ This site use to be in English and it was clear that certain ENs were also in English. All they did was attach a national cover page onto the CENELEC document. Unfortunately, this site now points you to http://www.sis.se/DesktopFront.aspx Good luck unless you understand Swedish. Radiated immunity testing above 1 GHz
I need to make a decision on an amplifier for radiated immunity testing in the 1-2 GHz range. The choices appear to be a new solid state amplifier ( I have not located a used one) or a used TWT amp. Is anyone using a TWT amplifier for radiated immunity testing above 1 GHz? Do I need to be concerned about protecting the tube from damage caused by excessive VSWR cause by, perhaps, chamber effects? Is there anything else I need to know about TWT amps (yeah, I know - throw it way if the tube dies)? We have the same frequent burn out problem and we also have attributed it to the filters. We just keep replacing them. Has anyone tried the rugged bulbs marketed for use with garage door openers or ceiling fans or have tried the extended life bulbs? Do they last longer in chamber use to justify the cost? My past experience with shield room lighting is that incandescent bulbs frequently burn out, about once every 2-3 months. I tried ruggedized lamps of various sorts, still with the same results. Obviously, I wanted to avoid florescent lighting because of the huge fields they radiate. After some investigation and discussions with co-workers, it became apparent that the problem is the line filter for service power in the room and the tungsten filament in the bulb. These line filters are typically have a really large line to neutral capacitance which significantly lowers the source impedance of the line. Coupled with this, tungsten experiences a fairly high in-rush current owing to it's very dynamic negative temperature coefficient. I toyed with idea of using inrush limiters but I thought there had to be a reliable low-tech solution. And at all costs, whatever solution I used, I wanted to avoid injecting unwanted RF noise into the room. I discovered traffic light signal bulbs. Available from a few sources, these bulbs have at least 5 filament supports, heat dissipaters and reflectors and are designed for continuous on/off operation in all sorts of weather conditions. They even keep working when the hanging fixtures bang into each other in wind storms. I also learned that these bulbs have about a 1 to 2 year life expectancy in these conditions, so I tried it out in my room. So far, I've logged a full year of use on 4 x 150W bulbs with no burn out. And no, I don't just leave them turned on. If you want to try this, do it soon because it appears that these bulbs may become a thing of the past and prices may be driven up. Over the last few years, many cities and counties are replacing their incandescent bulbs with the new LED bulbs and with great success. As soon as a white LED light becomes available I may try it out, although I guess I could use red LED lamps since I used to be in the navy. Best regards, -doug Douglas E. This is a good example of an inarticulate clause in a standard. One sentence in clause 7.5 reads Normally, the maximum length of the specified shielded cable shall be used. But the following sentence reads With respect to the frequency spectrum of the surge 20 m length of the specified shielded cable shall be used in non-inductively bundled configuration for physical reasons. Duh! What they heck are they trying to say in that last sentence? Are we expected to use the maximum length cable specified for the application but no longer than 20 m? That's seems to be what is being said in a convoluted way. We have been told from the local test lab that we have to add a 20m cable between each detector in order to surge test each detector. I'm sure our local cable distributor like that idea ... , but do we really have to do this ? Why is this 20 meters cable needed ? Is it to induce the surge pulse from the screen into the cable lines? The 20 detectors make a total cable distance of 30 meters and the screen is continuous. Is it possible to insert a pulse in the beginning of the cable and test all detectors simultaneous ? Dual band transmitter
I have a dual band transmitter that I must test per FCC Part 15. The device operates simultaneously at 13.56 MHz and 915 MHz and there is one external antenna for each band; however the output is time muxed such that transmission occurs on only one band at any given time. In order to minimize the need for filters to prevent SA overload while measuring radiated spurious emissions, may I test with one port terminated into 50 Ohms then switch ports and repeat? Scott, you do not have to test for power line harmonics or flicker if 1) your product is not mains powered, and 2) you have no intention of selling it along with a particular power source, and 3) you do not specify that it be used with a particular power source. If the choice of power source is up to the system manufacturer, he is responsible for compliance of the system including all of its variants. Our products are network powered; that is, there is a ferroresonant power supply connected to the network and we just tap into that available power. This is CATV land and not Telco. We do not make the supply nor do we sell them. Our products have switching supplies which run on the quasi-square wave provided by the ferroresonant supply. Voltage of the supply is in the 60-90 VAC range. Question is: EN 50083-2 : 2001 (4.1.2 Disturbance Voltages From Equipment...) says that if our products fall within the input current range of EN 61000-3-2, then the tests and limits of that standard apply. Then EN 61000-3-2 : 2000 (1. Scope) says that the standard applies to products intended to be connected to public low-voltage distribution systems. One argument says that we are not connected to the public low-voltage distribution system, instead the ferroresonant supply is. Therefore, since we ARE NOT connected we do not need to do the harmonics test. The flip side argument says that we still have to test harmonics because the supply does nothing but provide power to our product and therefore we ARE connected. Understand that this system consists of power supplies and amplifiers, etc. from one or more than one supplier (read that more than one manufacturer). We cannot guarantee we are the sole provider here, in fact will most likely not be the sole provider. Especially since we do not manufacture or sell power supplies. So all powerful and wise list, what's a mother to do? Do I, or do I not, test? Am I required to test? Have I missed something? Thanks for all of the wisdom you are about to impart. OK, I'll get more specific. I have an external interconnecting cable that contains hazardous voltages. Because of the application, in the USA I must use UL Listed CL3P cable which is rated for use in risers and air handling spaces (smoke requirements of the National Electrical Code). The insulation system of a standard CL3P cable consists of the wire insulation and external jacket, and the sum thickness is 0.4 mm. It is not clear that the insulation parts are constructed of the same material. I must determine if the cable complies with the reinforced insulation requirements of UL60950/EN60950, or if I need to have a special cable constructed. Someone mentioned that the two insulations must be the same material in order for the system to be classified as reinforced. I cannot find that requirement in the standard. Nor can I find any statement that says that a two part insulation system must consider one part to be basic insulation and the other part to be supplementary insulation. Frankly, I can find nothing in the standard that indicates why the particular construction of this cable is not allowed to be considered as reinforced insulation. The only issue at hand, it appears, is that it must be shown that the insulation is mechanically durable in the intended application. That is where I rely upon the the UL Listing - they seem to believe that it is perfectly acceptable for a 300V interconnection application - at least the kind that my equipment will employ. Layered Reinforced Insulation
Consider the insulation construction for an external interconecting cable connected to secondary hazardous circuits of ITE (EN60950). Is it permissible for the reinforced insulation to be constructed of two layers (e.g., conductor insulation plus external jacket) if the total thickness is at least 0.4 mm? Clause 2.2.1 appears to allow it; however, clause 2.9.4.2 appears to indicate that layered insulation can only be used internally. Performance Criteria A
Most of the CENELEC immunity standards specify performance criteria A as follows: The equipment shall continue to operate as intended without operator intervention. No degradation of performance or loss of function is allowed below a performance level specified by the manufacturer when the equipment is used as intended. The performance level may be replaced by a permissible loss of performance. If the minimum performance level or the permissible performance loss is not specified by the manufacturer, then either of these may be derived from the product description and documents, and by what the user may reasonably expect from the equipment if used as intended. However, ETS 300 683 and ETSI EN 301489-1 and -3 (and I presume the other parts) read less clearly as Operate as intended and No loss of function. Can one presume that CENELEC's more well defined wording of Criteria A can be applied to the ETSI standards? Specifically, can the manufacturer specify a degradation of performance or loss of function as long as the degraded performance is not less than what the user may reasonably expect from the equipment if used as intended. I checked the UK's notification form and there is only one place where they ask about the receiver: Duplex direction (if applicable) This should state simplex, ½ duplex or duplex operation. If duplex please quote, where applicable, transmit and receive frequencies and/or duplex split. It's a mystery. George, the product has to comply with the standards. In this particular case, the product consists of two parts that operate together, and must therefore be tested as a system. Gary, I have to be concerned about LEDs also and have found that I need to consult EN 60825-1 in order to determine the design and documentation requirements for Class II LEDs. Our EU safety agency requires that we demonstrate compliance even with Class 1 devices. For the lower emission LEDs, compliance can usually be demonstrated by a review of the LED specifications and perhaps a fault test. Otherwise the emissions must be measured. The standard was an requirement for us in one situation where we used a high intensity Class 2 LED inside the product in order to obtain the necessary light outside the product. The external emission was Class 1, but labels and documentation was required for service. Well that process doesn't seem to work that well either. I have a mouse and keyboard that both have a UL Recognition mark. The mouse has a GS mark and the keyboard has a Bauart mark. Of course, the reason the keyboard has the Bauart mark rather than the GS mark is that it does not comply with the GS requirements for a German keyboard. But that does not explain the marks on the mouse. What types of chamber effects, if any, should one consider when determining the extra factor to be applied to determine the forward power applied to the transmit antenna. Potential effects might include loading of the antenna by the anechoic materials or the chamber itself and resonance's. If there are such effects, what factor should be applied to these effects in order to determine the required forward power to the antenna? And before someone mentions the other factors to consider, I am aware of the need to account for VSWR and loss in the directional coupler and cable. Be careful. First a safety agency has be accredited by the Standards Council of Canada (I think that's the name). However, their accreditation must now be accepted by each of the provinces who actually have legal jurisdiction over electrical installations. When UL first claimed accreditation, they found out the hard way that they needed to take the next step and gain provincial accreditations. So, be sure that the safety agency has been accredited by the provinces. CSA obviously does, and I received assurances from UL, MET and TUV Rheinland, but I cannot speak for other USA based agencies. The 3rd GS Ordinance on product safety includes the requirements of the LVD and Machinery Directive, but the requirement for acoustic noise is understood to apply only to machinery. Even then, the requirment is to document the level in the manual, and no maximum levels are specified. There are German ocupational regulations that apply to the workplace environment, but those limits are for the work locations where the noise can originate at many sources. This question is addressed to those testing visual LED emissions to EN 60825-1. What test equipment are you using to measure the apparent source size? Signal Generation
Certainly someone out there has devised a simple, lost cost method of extending the operating frequency of their signal generator by using some type of harmonic generating device such as a mixer or step recovery diode and filters. In one application, I need to extend a 1 GHz generator to 2 GHz and in another to 25 GHz (fat chance?). Any suggestions (other than buying new generators)? FCC Testing 2.45 GHz Transmitter
Consider a 1W frequency hopping, spread spectrum transmitter operating at 2.45 GHz. The FCC released a Public Notice on acceptable test methods (Filing and Measurement Guidelines for Frequency Hopping Spread Spectrum Systems) where they recommend that the spurious radiated emissions in the restricted bands are to be measured with a high pass filter. There is a restricted band at 2483.5-2500 MHz. Given a 1W transmitter and a spurious limit of 500 uV/m at 3 m, it would seem that I need a very sharp high pass filter or a very good notch filter to measure in that band. Is this feasible? It would also seem that a notch filter or low pass filter is required for measuring spurious emissions in the restricted bands below 2.45 GHz. There is a restricted band at 2310-2390 MHz. Again, is a filter feasible? I am aware of semi-custom filter suppliers, but are there any off-the-shelf filters available? Chris, the CE marking indicates that the product complies with all applicable directives. The only two directives that might apply is the LV and EMC directives. However, the LVD does not apply since the working voltages are low. The EMC directive would apply if your equipment is likely to cause interference or likely to be susceptable to interference. I tend to believe that your equipment is not likely to cause interference, but it might be susceptable to magnetic fields. So some immunity requirements may apply. If so, your Declaration of Conformity would only claim compliance with the EMC Directive. If the EMC Directive does not apply, then no Declaration or CE marking is required. What I am trying to get at is that a particular requirement/test may not be safety related in a particular application. Consider a Class 1 Laser Product. Once the protective cover is removed for service, it is physically possible for the 12 mm probe to be inserted into the beam where Class 2 levels are present; therefore, human exposure of a finger is possible. However, it is not physically possible to directly view the beam nor is it possible to place the measurement instrument into the beam at the specified measurement distance of 100 mm. What are the measurement requirements in this case? Must I take the system apart such that the beam can be measured? If not and since Class 2 limits are based upon viewing considerations and not finger exposure, do I get off the hook for needing the Class 2 warning label on the protective cover? We plan to purchase for resale an LED fiber optic transmitter, receiver and cable that will provide a communications link to our products. While we will resell these devices as optional accesssories for our products, the accessories will retain the original manufacturer's brandname. We will obtain the products from EU based sources, so we will not be involved in inportation. The transmitter is a stand alone product with its own power source. The receiver, on the other hand, is a module that attaches inside our equipment enclosure and receives its power from our equipment; therefore, the fiber optic cable must enter our equipment enclosure. I need to determine: 1) if and how EN60825-2 will apply to any of these accessories - i.e must it appear on any Declaration of Conformity? 2) if my company must issue any Declaration of Conformity that lists EN60825-2. We need to embed secondary wiring (50V) into a narrow trench cut into a concrete floor located at ground level. The installation has to be compliant with the electrical code used in the EU. We have noticed a change in our OATS characteristics depending upon the dampness of the area. It is especially noticeable this time of year when we get a lot of rain in Florida. More to your question Mat, the major contributors to the measurement uncertainty would be the repeatability of the setup of the EUT and test equipment (e.g., distance from EUT to antenna) and the stability/drift of the EUT and test equipment. Half of these parameters are human based (setup) and should vary less if the same person performs all of the tests. I have not seen a paper on this subject. Unually these variations are lighly covered in texts on measurement uncertainty. Home Network
I want to upgrade my 1MB/sec home network that uses my phone line. I have several choices, but would like to hear from others before I make the leap. 1) I understand that 10MB/sec Ethernet will operate on Cat 3 twisted pair and that normal phone wiring is Cat 3. If use my existing phone wiring (multiple pairs running all over the house) what are the chances that I will have interference coupled to my telephone or vice versa? 2) If I use a 10/100 MB network interface card, are there options to force the network to operate at 10MB? 3) My other option is go wireless, but there are two competing standards RF and 801.11b. Some reviews indicate that the latter may soon be replaced by another 801 standard. Also, some reviews indicate that 801 is not as good a product as one would be lead to believe.Is wireless networking in the home effective and if so, which standard should I use. Mexico Mains Voltage
I understand that Mexico uses a 220V Wye distribution system such that the single phase voltage is 127V. What low line and high line voltages should one consider as being normal where equipment should continue to operate as intended? I ask this because I doubt that 127V is really the nominal voltage with an expected variation of +6% and -10% as found in IEC60950. What are the real conditions that one should design to without over designing? John, the ENs that you will use will depend upon the intended application. For emissions, EN 55022 applies for ITE applications, EN55103-1 for professional use and there may be other standards for other applications such as instrumentation and process control. There are at least two immunity standards: EN50130-4 for surveliance/alarm system applications and EN 55103-2 for professional use. Humidity is not the only variable, and may not be your major variable. Repeatability of ESD results is a statistical problem. Consider the variables: -humidity -approach speed (for non-contact discharge) -angle of the probe (for non-contact discharge) -synchronization of the ESD application with the various logic states of the EUT -rise time and peak di/dt variance as applied ESD voltage is changed -variance between ESD guns And I am sure there are more variables. The only way one can really determine a product's real ESD immunity is to apply thousands of hits at different voltage levels and apply a statistical evaluation. In the end, one can only say that the equipment is immune to X volts with Y confidence. Then is it wrong for us to attempt to 'dry' the local atmosphere in the hope of gaining consistent ESD from an ESD gun, that is to say the more humid the environment the more efficiently the discharge will transfer to the victim? Incidentally, to add to the thread regarding intermediate level testing for ESD and EFT. This exercise has revealed different failure mechanisms at different ESD levels. Here is what I have learned about switches this week. There are very low power rated switches for usual ATE applications, power switches (circa 200W) and high power switches. For power switches, the insertion loss is in the order of 0.2 db over a very wide frequency range (DC to many GHz). The power rating is based upon the power than can be conducted through the switch - not switched. The power must be turned off before switching or be about 1-10% of the rating while switched to prevent premature failure of the contacts. A minimum power of about -20dbm must be used to overcome the losses in the switch. Options include type of connector (e.g., SMA, N, indicator contacts, latching type, and others. GPIB controllers are available for controlling switches. My particular application is to add to our radiated immunity setup. We are adding a 1-2GHz amp and directional coupler. I have to switch the signal generator between two amps, switch the antenna to the directional couplers and switch the power meter to the couplers - 3 relays. I plan to use a simple, manual two position switch to control the three relays and think about automation later. You can find a wealth of information at www.dowkey.com. I am adding a RF device into my transmission path, and the device has a VSWR of 1.2 and an insertion loss of 0.2. Will I end up with a total loss of 0.6 dB due to a loss of 0.4 dB due to the VSWR plus the 0.2 dB insertion loss? Class 2 LED in ITE
We are developing an ITE product for the EU market that includes a Class 2 LED that produces Class 1 emissions outside the product. After review of EN60950 and EN60825-1, I believe that the following requirements apply. The clause references are in parentheses. When assembled for normal operation 1. No part of the human body may be exposed to Class 2 emissions (3.16) 2. An inserted 12 mm diameter probe up to 80 mm long cannot intercept Class 2 emissions (3.3.2) 3. No part of the human body may be exposed to reflections of Class 2 emissions from a flat surface introduced through any opening in the protective housing (3.32) 4. Class 1 Laser Product label required on product or in information for the user (5.2) When being serviced 1. A tool shall be required to gain human access to Class 2 emissions (4.2.2) 2. Caution - Laser Radiation (or laser light) When Open, Do Not Stare Into Beam label on cover. Light may be substituted for Radiation and LED for Laser (5.11 and 5.12). TUV GS marking requires the warning to be in German (EN60950, Annex ZC, 1.7.14). User Information The following information is to be supplied in user information, if any (6.1). The information must be in one of the accepted languages of the country (EN60950, 1.7.14). 1. Instructions for proper assembly, maintenance, and safe use including clear warnings concerning precautions to avoid possible exposure to Class 2 emissions. 2. A description of the Class 2 emissions (e.g., wavelength) 3. Reproductions of all required labels and hazard warnings with the location on the product noted. Purchasing and Servicing Information 1. In all catalogs, specification sheets and descriptive brochures, the safety classification (Class 1) shall be stated (6.2a) 2. Adequate instructions for service procedures including warnings shall be provided to servicing dealers, distributors and to others upon request (6.2b). 3. Service instructions intended only for service personnel may be in English (EN60950 1.7.14), except that TUV GS marking requires the instructions to be in German (EN60950, Annex ZC, 1.7.14). Did I get anything wrong or is there anything missing? Well, this series sure took a left turn and accelerated hurriedly out of site of the original intent which was to determine what the term consumer means as used in the GPSD. The imaginary product example I put forth was intended solely to support the question, and I in no way advocated that such a product be placed upon the market without the proper safety analysis. Now, back to the original question. I found the following definition of professional apparatus in EN 55103-2 (immunity for professional A/V equipment): Apparatus intended for use in trades, professions or industries and which is not intended for sale to the general public. The scope of the standard says that the standard does not apply to consumer apparatus. So, it seems that the CENELEC authors of this standard are of the opinion that there is a difference between professional and consumer apparatus. If the authors are correct, the professional equipment I described is not included within the scope of the GPSD. If that is true, what safety related Directive, if any, applies? The only one I could find is the Liability Directive, 85/374/EEC. The closest that document comes to having an essential requirement is that Lack of safety which the general public is entitled to expect determines the defectiveness of a product. Could it be that the regulation of safety of these types of products are the responsibility of the member states and governed by national worker safety regulations? Seems weird that there is a gap in the harmonization process for these types of products. Gordon, cosider constructing a Technical Construction File (TCF) and submitting it to a Competent Body. Your product may comply with the essential requirements when operating in its intended environment without the need to apply the full industrial strength tests. ISN for EN55022 Network Testing
I would like to know what members of the group are using for an ISN for network emissions testing per alternative 1 of EN55022:1998 (clause 9.5.1.1). Can a CDN-T2 per EN61000-4-6 be used? Can the EM clamp per EN61000-4-6 be used as the ferrites for testing with shielded cables per C.1.2?
