The Dabolim Airport was built in 1955 and before it was stolen in 1961, it  was 
named Aeroporto General Bernardo Guedes. Not to sure how the original  name of 
the airport was changed or  discarded.

It would be very appropriate for the new Airport at Mopa to be named after
Goa?s first Chief Minister Dayanand Bandodkar and the Dabolim Airport after
Goa?s first Leader of the Opposition, Dr Jack Sequeira.

By denying the AAI  (Airports Authority of India) the additional land that was 
promised and paid for
by the AAI for infrastructure to support the new Dabolim airport, is the Goa 
Government playing a
double game ?  On the one hand it claims that Dabolim airport will continue to 
be functional, and
allowed the construction of what appears to be a beautiful new terminal.  On 
the other hand it probably does not want Dabolim to succeed, in order to push 
its quest for Mopa airport.
Disingenious indeed !  Lets face it, Mopa is dead and should not be built.

As for the Dabolim Airport issue, a report in today's Herald is headlined,
Alina puts Matanhy's evidence on Dabolim in public domain.
The report doesn't say how the public can access the documents. It talks
about an article written by Matanha on Aug. 2, 2002 but doesn't provide
details nor informs where the article appeared. She talks of a letter by
Matanhy but the report fails to inform to who the letter was addressed to.
The report says that the  notification SO 988 from the Civil Aviation
department clarifies that the central government doesn't own the airport.
So does it mean that the Navy owns it or the Goa government? More clarity
is called for. Alina must pu Matanhy's article, letters and the government
notification on the Maka Naka Mopa website.
Some days ago I had suggested the MNM website that Alina must to make
Matanhy documents available to the public. Now if journalists/researchers
are able to access them somewhere it would help in understanding the issue
better.

Actually, I have posted this at IndiaMike.com on above thread. 
Then I decided to copy and paste here.

Mopa Airport if started now, it will take at least 5-6 years
to complete. Some parts of Goa (including farmers from MOPA) are 
opposing it although,land acquisition process for Mopa is at final stage
 
It is said Dabolim Airport  is illegally occupied by the Navy as war 
booty (when Portuguese left in 1961). Now, Goa has to virtually beg them 
to grant a piece of land for expansion purpose...and it does not come out
so easily.   Dabolim is not 24hrs civilian Airport, certain hours of 
the day reserved for Military operations during which no civilian landing 
/take-off takes place. Dabolim is under Military control. 
Even photography is prohibited.
 
One thing is for sure, when MOPA starts, Dabolim will be
lost. Navy will put more and more restrictions and eventually, 
it will be closed for Civilian use. There may be promises and  
written assurances saying it will continue to operate but then what else 
we can do if they close it for good on 'National Security grounds'? 
  
There is an Island off  Karwar Coast belonging to GOA (Anjediva
Island). It has Oldest Church of Goa - Our Lady of Brotas (1506), 
often said mother of all Churches. Goans (including me) and people of Karwar 
used 
to Visit there twice a year on the feast days i.e. February 2 and on 
Oct. 4 feast of St Francis D’Assissi whose chapel is also located here 
but it is in ruins now..  At the time of handover of Island from Goa 
Govt to Seabird (Naval project) around 1990s, it was agreed that 
people will be allowed to visit the island on these two days, it was a 
part of agreement.  But Navy now deny access on 'Security grounds' and nothing 
can be done about it by the Goa Govt. despite several demands 
and representation by the devotees every year. 
That's why I have said, same will be the fate of Dabolim Airport

Extra: 

When I wrote to Parrikar then CM of Goa (Jan.2004) to do
something about the forthcoming Anjediva Island feast i.e. Feb2,
he replied to me saying it was too late now (18 years old matter) 
and nothing can be done now (see proof below).

Btw, Anjediva handed over in 1986? I don’t think so,
around that time we visited the Island On the feast day. Our Pics were 
also published in Goan Magazines

Surely the Centre cannot dictate, stating the spoils of war!  Dabolim was a
Civilian Airport and should remain so. The Navy has a big facility at
Karwar and they should move there a.s.a.p. - like yesterday. Having the
facility at Dabolim makes Goa a legitimate, hit-list strike potential.
 Does Goa have to take the bullet for the whole of India; i.e. be
obliterated?

In the late 70s the navy showed his nefarious design of capturing
Bogmallo. There was a fear among the villagers of Bogmallo. The navy had
insisted on making it a naval village but later backed off after the
villagers showed their dissatisfaction. Hence, the navy bought land on the
Dabolim plateau for building its officers flats, schools, etc. The navy
has, however, taken over the small beach called Sankrant (now sure of the
spelling) just below the runway. As a youngster I used to go to this beach
by going over the mountain and down the slope. The beach has a small
waterfall.

it has its base, be it army, navy or air force. True, a place like Goa with

allowed to have military presence. The Corps of Signals has its base in
Bambolim. INS Hansa and INS Gomantak are based in Dabolim./Vasco area.
The previous Goa governments are responsible for this. If the governments of
the day had put their foot down the central government would have been
forced to abandon its plans to use Goa as a naval base.

Goans have to learn to use high satire, contempt, ridicule as part of their
angst;; and anyone who can teach this to ones own and friends should do so.

I read somewhere that the landlord of the land that the airport authorities
are seeking for expansion of parking space saying he paid Rs 5 crores to the
politicians who forced the government to prevent taking over the land. So
the politicians made money on this issue. They did not care if the airport
needs additional space for parking. So the issue of parking space will keep
hanging fire. What's the solution now?

Cars awaiting passengers are lined up on either side of the Dabolim road,
opposite the airport. It is a sad sight to see the whole place crammed up
with cars. I am told that more than 40 flights come and take off daily from
the airport. With such high traffic, the amenities offered at the airport
are inadequate. Something needs to be done, and done fast. The airport is
already an eyesore.

As for forcing the navy to vacate Dabolim Airport, the Goa government must
make a valid case. It should point out that the Sea Bird project in Karwar
can alone handle the needs of the navy and that the central government
should consider making Dabolim Airport into a top-class international
airport.

People like you who have the inner knowledge can shed some light as to what 
is happening and what has been happening for the past 49 years. And it will 
help. No democratic government (or for that matter a dictatoship) can 
survive the force and power of the people. Example: Tunisia  Egypt. Soon to 
follow is Libya and then Syria et al. People, of late have realized their 
latent power. All they have to do is come together on one point agenda, 
leaving all differences out like language, religion and caste and forge 
ahead to redeem themselves from the hypocrites.  Goa is a waiting bomb that 
India will not be able to handle casually. The lies that have gone as truth 
for such a long time must be called  and rubbed into the faces of the powers 
that be in Delhi.

I followed the recent controversy of the airport authority to take over
private land to make parking space at Dabolim Airport. It was because of
Mauvin Godinho and minister Jose Phillip's intervention that the landlord
could save his land, at least for now.

To call Dabolim Airport an international airport is a shame. There is no
parking available and cars coming to drop off passengers have to obtain a
slip at the entrance. They are fined if they exceed the permitted limit.

Cars awaiting passengers are lined up on either side of the Dabolim road,
opposite the airport. It is a sad sight to see the whole place crammed up
with cars. I am told that more than 40 flights come and take off daily 
from

the airport. With such high traffic, the amenities offered at the airport
are inadequate. Something needs to be done, and done fast. The airport is
already an eyesore.

As for forcing the navy to vacate Dabolim Airport, the Goa government must
make a valid case. It should point out that the Sea Bird project in Karwar
can alone handle the needs of the navy and that the central government
should consider making Dabolim Airport into a top-class international
airport.

The Goa government must insist that tourism sustains Goa's economy to a
large extent. Better facilities at the airport can help make tourists
comfortable and gave give a fillip to tourism in the state.

I met a wealthy Egyptian  who was on a visit to Goa for the first time and
he said he was shocked that Goa is promoted as a tourist destination 
despite

the lack of infrastructure. The man has travelled widely across the globe
and he said he was dismayed to see Goa's roads so narrow and so
dangerous. He said the filth and the car traffic make Goa a nightmare. I
doubt he would recommend Goa to his friends, relatives or business
associates.

In the late 70s the navy showed his nefarious design of capturing
Bogmallo. There was a fear among the villagers of Bogmallo. The navy had
insisted on making it a naval village but later backed off after the
villagers showed their dissatisfaction. Hence, the navy bought land on the
Dabolim plateau for building its officers flats, schools, etc. The navy
has, however, taken over the small beach called Sankrant (now sure of the
spelling) just below the runway. As a youngster I used to go to this beach
by going over the mountain and down the slope. The beach has a small
waterfall.

I know the military is always ambitious and want to expand its hold 
wherever
it has its base, be it army, navy or air force. True, a place like Goa 
with
its natural beauty and beaches, attractions for tourists, should never 
have

allowed to have military presence. The Corps of Signals has its base in
Bambolim. INS Hansa and INS Gomantak are based in Dabolim./Vasco area.

The previous Goa governments are responsible for this. If the governments 
of

the day had put their foot down the central government would have been
forced to abandon its plans to use Goa as a naval base.

Is is too late in the day for a reversal? People like Floriano may not 
think

so, but I think the process is irreversible. As I said before maybe when
Floriano comes to power he can arm himself to fight the central 
government.

Floriano has been very provocate. Even if Goan men have Goan balls, it does
not mean they must rally for each and every thing that some leaders, perhaps
like Floriano, of Goa Su Raj Party, think is worthy of a fight. The Dabolim
issue has lingered for years. I wish it also becomes civilian. But we must
consider India's defence priorities. If the Navy feels that the Dabolim
airport is strategic then the Central government has the right to keep it
the way it is. Our regional feelings can take a second seat.
It was because of its ideal loccation that the Navy took control of it.
Since the alternative Mopa airport is now in the doldrums, it would be in
ther interest of both Navy and the Goa government to work out a solution for
the purpose and use of it as naval and civilivan airport.
I doubt Goan Balls would convince the Navy to give up the airport. A
dialogue seems a better way out. The Navy has also seized one of the two
islands that can be seen from Marmagoa Harbour, Baina, Holland and Bogmallo
beaches. I recently went on one of them (I think Island of Bats). It is also
known as San Jorge Island (St. George island). The other one is Island of
Bats
The Navy is obviously playing hardball: with Goan Balls.

India was supposed to call for a referendum if Goans wanted to remain

Provocation is fine as long as it is going to get useful results. It's your
privilege not to believe that Goa was liberated and that Goa was annexed.
These points are now academic. The reality is that Goa is now an integral
part of India. It is impossible for people to change Goa's fortunes.

I am not going to debate the gains or losses of Goa's liberation or, if I
may say so, Goa's freedom. I have studied Goa's liberation case in good
detail. It is true that the Indian Supreme Court followed international
jurisprudence in coming to its conclusion that Goa was annexed.

You cannot compare Goa's case with that of Bangladesh. Indian forces helped
the Bangladesh revolutionaries gain independence from Pakistan. In military
terms it was a big gain for India to have a separate entity called
Bangladesh. I will spare the details as to how India has now made itself
secure from any possible attacks by Pakistan from two flanks.

I know the UN resolution and all that followed after Indian forces marched
into Goa. It would have been a wise decision on the part of Portugal if
Salazar had given the option of referendum to Goans. Or, gone away like the
French who quietly departed from Pondicherry.

International opinion did go against India regarding taking over Goa.
However, India had the backing of US and Russia. The support from these two
countries mattered. Nehru would not have embarked on a military mission if
JF Kennedy had not given an okay, even though Portugal was a member, like
the US, of NATO.

Everything is okay in hindsight. That Salazar wanted to give Goa into the
hands of Goans is an excuse to win sympathy from Goans. If he wished, he
would have done it earlier. He saw the writing on the wall and Salazar felt
he could save his face by handing Goa over to Goans.

Goa is not spoils of war. India believed Goa was part of India and, hence,
acted in the manner it did -- liberating it from foreign forces and
reuniting it with India. The Indian Navy got Dabolim Airport. So, what's
wrong with it?

Goans still unhappy with Goa's freedom harp on the theme that Nehru promised
to keep Goa's cultural and social identity. it was his vision that was later
forgotten by the prime ministes who followed him. In politics, nothing is
sacrosanct. Since you are a politician you should know that..

Forget the past and concentrate on the present. Get your Su Raj party to
form a government and shape Goa in your vision. It would be your victory,
and Goa would be once again liberated from the evil forces that have it in
its grip.

The challenge for you is to get into power. Once in the saddle, you can then
fight the central government for special status.

The freedom fighters did what they wanted to do. It was their mission and
they succeeded. As much as you call them prostitutes, they, in turn, can
call those who supported Portuguese rule as pimps of the Portuguese. It's
a game of name-calling. There are no winners and there are no losers.

So, Goans like me have no Goan Balls? If you and those like you have them,
then please showcase them in one of Goa's museums. Are they golden or made
of brass and do sparks fly when they clash? If sparks do fly, the
Portuguese could hear back and come running to your aid.

Excellent comment/defense!. I guess some of the netters write for the sake
of.  Not only Dabolim Airport is occupied by the Navy, there is more land of
Goa occupied by them at different areas in Goa, besides the Islands which
never was under the Portuguese Government, not only this the Indian Military
have occupied much more Goan lands that it looks Goa is made as a fortress
for whole of India, Compare to other States of India, Goa is a tiny state
and if one goes to look the Goan land which Indian Defense forces have
occupied proportionate to Bigger States of India it is not justified. It
looks any one come to Goa and uses it as if Goa is like a prostitute that
any one come and sleep with it. Portuguese Military in Navelim, Ravonfondd
was with few hundreds of square meters, but when Indian Military took it
over they have expanded and extended it to over number of Square Kilometers,
that they needed to occupy large part of Navelim, they have uprooted
completely one of a ward called Kottok full of people with profession of
Pot makers, besides this they have occupied two of adjacent hills for their
training purposes.  Can this much of land occupied in Navelim and  several
other places in tiny Goa justify proportionately to other bigger Indian
States like Maharashtra, Karnataka etc..?

India used Goa in any way they want as if there is no one in Goa to question
them, perhaps they acted like invading forces only and not as liberators of
Goa.

Years ago there were regular bus services between Dabolim airport and Panjim, 
which was convenient and cheap for people living in North Goa.  Today with the  
taxis charge Rs.700 to Rs.750 from the airport to Calangute and Anjuna 
respectively.  This is ridiculously high!!! Isn't there a solution for this or 
is this business a monopoly of the taxis only?

Yes, I too remember the Indian Airlines Coach leaving from Dempo house at noon.
I think it was free for its Pax.
There were no pvt. or low fare  airlines then, yet the coach seen coming almost 
half empty.

Goa Tourist Taxi owners would not be happy about it if any shuttle service is 
re-started.
Currently, they are at war with the Hotel Management for encouraging pvt. or 
charted  tours.   Pre-paid taxis drivers at Dabolim too would not take it 
lightly.

Most tourist arriving on charter flights with package like HB/FB basis, their 
transfers to and fro airport  are included in the package.

Coming to the fare they charge from Anjun  to Dabolim airport  i.e. Rs.750 
sounds quite reasonable to me.  Going by the pre-paid Taxi charge (see link 
below) chart which is 2 years old, one can see the charges are almost the same.

If one has no heavy baggage, he can still take KTC shuttle service to Vasco and 
get down at Chicalim airport road junction and then take a motor cycle pilot 
who may charge say Rs.35. Rickshaw may also be available there.

Alternately, using the same shuttle bus, one can even get down at Vasco city 
and then take a taxi from there (near MMC) and it should cost around Rs.125

IMP: KTC shuttles are not design to take heavy baggage like suitcases etc.
It has no luggage box or compartment.
Only a light hand bag may be allowed to carry with you.

Military strategists the world over or at least in countries that boast of
their military  power, keep their military hardware  as far away as
possible  from the heavily populated areas.
In military thinking,, in case of war  the civilian population  tend to
suffer most  due to indiscriminate fire  power of the enemy.
Take the case of Dabolim navy airport. The naval authorities insist on
staying put among the heavily populated area of Vasco town. In case of war ,
which heavens forbid, there is a possibility the civilians will be the main
casualty  due to the indiscriminate targeting by the enemy..
During colonial days Mormugao and Vasco  were not so heavily populated  as
they are today.Hence, it would be highly desirable if naval authorities had
to shift lock stock  barrel  to at least Karwar area and leave Dabolim
airport  entirely for the civilian use.

Yes indeed, the cost will be much, much less, even if the govt. had to pay off 
the Navy to do so.  

However, this solution will be quite unpalatable to thoseinvestors who have 
already purchased land in and around Mopa hoping to make a quick buck in 
addition to the other quick buck they would make as contractors and suppliers 
and what have you.

and South equally well in terms of distance, pricing of taxi fares etc.
With the exception of a certain district in North Goa and other vested
interests in Maharashtra, the entire state of Goa seems to want Dabolim

Sheila, your comparison of Dabolim and Mopa suggests to me the use of the
imagery underpinning the required reasoning.  One may understandably resort
to comparisons of which is better if it is about two lovers. But if it is
about two children (in this case one is yet unborn but unwanted by one of

I am very clear in my mind on certain issues-
1.a decision of this magnitude not made on studies of financial viability is 
per se a bad decision.
2.It is logical that only one airport can sustain economically and that will be 
the new airport because all traffic will be diverted there to enable the 
airport to break even and make profits for its entrepreneurs.
3. recent history is a guide that wherever new airports have come up, the old 
ones have closed down.
4.airports set up not on principes of need but vested interests will never be a 
popular decision.
5.the infrastructure for setting up the new airport is going to result in 
further denuding the green forest areas, displacement of people, land grab, 
concretisation and sundry other social ills. For the GBA, GPA, etc. this is 
going to become a full time occupation.
6. I am not convinced why the government could not intensify its efforts to 
move the navy to Karwar and upgrade the Dabolim airlort which would cost much 
less.

is different about MOPA after elections. Valanka may sponsor your

her electoral ticket for the next election n 2012  and promise you an
airport outside your house if you vote for her. Check out if she has
studied Konkani in a DSE school or GPS like your children who are her

 have studied in ICSE/CBSE schools, they should only contest for

On 31 August, 2008 we will mark the 16th anniversary of the

Sure, there is no guarantee that two airports in Goa can remain operational
simultaneously.  And sure, Mopa was clearly agreed to by ICAO for
reasons other than economics. Marshall Mendoza has offered one set of
such reasons. What about the obvious one of Dabolim being a military
base just as Hyderabad's Begumpet and Bangalore's HAL  were until HIA
and BIA started this year? Not to mention Cochin's naval air station
where a civil enclave operated until CIAL came up in the 1990s.

importance of viewing airport projects in an integrated way -- the airport
proper as well as access by air and ground.

In the case of BIA, once the decision was taken to close HAL when BIA
opened, the latter could go full steam ahead without any concern for the
ground access problem. In the case of Mopa, ground access can take its own
time (as in Bangalore)  if both airports can stay open. But this means Mopa
has to start small and grow (unlike BIA which could go for a big bang or
rather expansion on the trot which it is fumbling over).

This is the kind of tricky situation Goa has to handle. And people
have to think about it if politicians are not to gum things up with
their vested interests and adopt a
bull in a china shop approach.

 I do not accept your statement of Dabolim

First of all, making an economic decision to placate
two parties while ignoring what may be best for the
state is faulty thinking imo. In that case, hey, why
stop at just two airports?
The bottom line should be this: Can Dabolim be allowed
to break free from the constraints laid down by the
Navy? If yes, I dont see the need for an airport that
is not networked with the heart of Goa. If not,
Dabolim should be shut down.

To achieve the goal Dabolim needs to continue to function for at least 20
years in tandem with Mopa. It should not close either intentionally or by
default. The latter wll depend on Mopa's design and the availability of
ground access to it. The bigger and the better, respectively, the worse the
chances of survival. The Navy is not going to oblige the way it is naively
expected by George. A beginning will have to be made by the citizenry to
call for a U.S. style Base Realignment And Closure (BRAC) exercise, at least
as far as air bases are concerned, so that civil enclaves like  Dabolim,
Pune Lohegaon, Vishakhapatnam, Agra etc dont get shut by (other) vested
interests as it happened at HAL, Begumpet, and Cochin.

My point is simply this: MOPA is going to happen, like it or lump it.
It is there in the Interim Report of the Task Force on RPG 2021 at
page 72. What we need to debate is what model of an airport we want
there.

There is no point in fighting like the Konkan Railway Realignment
Committee [KRRAC was a correct acronym for what it did]. The better
idea would have been to be a part of the solution and ensure that the
stations were more conveniently located, that the train schedules were
more convenient and that more trains originated from Goa. We pride
ourselves as being a major tourist destination and are happy to have
trains just passing through ...with timing convenient for burglers and
the like , in the wee hours of the morning!

The only way to stop Mopa airport is to find someone with a
prospecting licence or cook up a 'Titulo de Concessao' to show a
mining concession exists for the plateau. Pay Rs.3/- per square metre
towards surface rights and  Wsh! the airport disappears like a
dream.  Sujay Gupta will run an OPinionatED for you and Derek Almeida
will interview you and/or write a humoutorial in the Sunday edition.
You will get sound bytes on Prudent and become an Oscar-winning hero
overnight. for everything  there is a price tag. I am not Joaquim or
joking, there is a joker who is willing to operate the TC for you and
a trinity to provide you infrastructure and logistics for export.
there are even takers for a minor port at Tiracol. Hurry, the Regional
Plan is schedule to be out on 31 August. For a proper price you could
possibly paint Mopa red. This is the third millenium of the bread of

Sure, there is no guarantee that two airports in Goa can remain operational
simultaneously. It can be done and it has to be managed, not either taken
for granted or given up without even lifting a finger. And sure, Mopa was
clearly agreed to by ICAO for reasons other than economics. Marshall Mendoza
has offered one set of such reasons. What about the obvious one of Dabolim
being a military base just as Hyderabad's Begumpet and Bangalore's HAL  were
until HIA and BIA started this year? Not to mention Cochin's naval air

Politicians are soft targets compared to the defense establisment, right?
Let's see how things really are before going in for knee jerk reactions.

1.Chief Minister, Digambar Kamat has allayed apprehensions raised over the
Dabolim airport following the nod given by the high-level committee for a
new airport at Mopa and asserted that  the Union government  would soon
tender bids for construction of a new terminal building at Dabolim on par
with international standards. That's not all. Kamat said the Navy has
already okayed 2.5 acres of land for expansion of Dabolim airport, adding
that modalities are being worked out for the transfer of the land from the
Navy to the Airport Authority of India.

This has been hanging fire for a long time. It will have to be seen to be
believed.

2.The stand of my government is very clear, that the Dabolim airport
should be retained as an international airport even after Mopa becomes a
reality, Kamat told Herald on Thursday.

Kamat himself has said on national TV that Mopa would be international and
Dabolim domestic. Herald said the same thing after the Interim Report of the
Task Force on RP 2021.


3.He said under no circumstances will the government allow the closure of
the Dabolim airport after the new airport at Mopa becomes a reality.
In this connection, he pointed out that the high-level committee has
inserted a host of conditions in its report recommending Mopa airport,
including the condition that the Union cabinet will have to reverse its
earlier decision on the closure of the Dabolim airport. 

The Centre was only politely asked by the high powered committee to review
its Cabinet decision of March 2000.

4.Secondly, Kamat said the committee has made it amply clear that the
expansion work on the Dabolim airport should be taken up and completed
before the new airport comes into existence. In this context, he said Union
Civil Aviation Minister Praful Patel has issued instructions to the
concerned department to float a tender for the construction of a new
terminal building at Dabolim.

No report to this effect in the media so far.


5.On the question of signing a memorandum of understanding (MoU) as
demanded by Public Works Department  Minister, Churchill Alemao and many
other legislators, the Dabolim Airport will not be grounded, assures Kamat
chief minister said Before the government goes for a mode to build the
airport, whether on BOOT or otherwise, the government will sign a MoU with
the party that Dabolim will continue forever.

If the airport access continues to be a problem (as in Bangalore and
Hyderabad) then the developers will nsist on a provision to close Dabolim
when Mopa is ready. Otherwise non one will use Mopa and it will be a white
elephant (as especially Bangalore would have been without it). If closure is
not assured and access is a problem then Mopa cannot be an international
airport but more likely a regional one albeit with future aspirations to be
international.  If access is also taken care of then Dabolim would be at
risk of closure as airlines would switch over to Mopa.

6.Saying the government is committed to retain the Dabolim airport, Kamat
said the Dabolim airport will be expanded at a cost of Rs 400 crore. Asked
to comment on apprehensions that the Dabolim airport would be used only as a
domestic airport after Mopa becomes a reality, thus affecting tourism in
South Goa, Kamat said There is no question of Dabolim being made a domestic
airport. It will continue to operate as an international airport. When there
are two airports, let the airlines exercise the option where to land their
aircraft.

See point #2  above regarding domestic and  point # 5 about airlines'
options. Now Kamat is veering around to a split hub operation.  This may
not be tenable in this age of acute financial stringency of airlines. They
would not be able to duplicate their internationl/domestic oeprations at two
places a short distance away. Something would have to give. Kamat has to
accept that Goa government would have to play a tricky regulatory role right
from the word Go  if Mopa and Dabolim are to co-exist for the long haul.
It had better gear up for it right away.

P.S. For starters it should depute a high level person (or two) to the
Aviation Management program at IIM Ahmedabad Sept 21-27, 2008  (Rs 70K) to
begin to imbibe the competences required.

The bottom line is that any progress in expanding Dabolim's capacity
forcivilian traffic is bound to be at snail's pace because of the
Navy'sarbitrary way of decision making in civilian matters.

Today's HERALD had an update about the upgrade. In a story headlined
Planning commission approves new terminal building it talks about a
state-of-the-art 3000 passenger terminal compared to the present one of 12K
sq.m which caters to 350 arrivals and departures simultaneously on the
domestic side and 250 on the international side. Security staff number 250.
The crux of the matter is in the following quote: We are optimistic that
once work on the terminal building begins, there are possibilities that the
new parallel taxiway work could also take shape, according to the airport
drector. So there is a linkage.

In the circumstances it makes little sense to start one thing if something
else is not tied down securely. As we discussed previously, besides the
taxiway and the terminal there is also the matter of the apron space for
aircraft parking bays about which no mention has been made recently. The
latter, in turn, is tied to the runway crossings used by navy personnel. And
this is related to the function of the airbase viz military flight training
for which the morning hours are blocked to civilian traffic from 8:30 to
1:00 on five days of the week.

The flight training is for Sea Harriers which are down from 25-30 in the
1980s to only 10 or 11 today. They are to be retired in a couple of years
along with the aircraft carrier Viraat whose 50 year life is sought to be
extended to at least 2012 because its replacement, a Russian carrier, may
not be delivered till 2012 at the earliest.

If the flight training hours could be reduced to 10:00 to 1:00, then
civilian flights can increase by up to 50%. Then if the runway crossings can
be reduced to 1 (if not eliminated), the apron space near the terminal can
be enlarged. If the land for the new terminal can be handed over completely
then work on the new terminal can start. Meanwhile the agreements for the
new taxiway should be firmed up and work started. If everything clicks, then
Dabolim should be able to cope with at least 4 times more traffic than at
present.

But there are a lot of big IFs. The trick is to get all the ducks lined up
and not do things sequentially. For this to happen people have to stick to
commitments and avoid re-opening things which have been settled at a
previous point in time (as in the case of the taxiway).

In recent days HERALD has been carrying short news reports regarding the
plan for a parallel taxiway at Dabolim airport. As indicated this would run
parallel to the runway and facilitate the entry of aircraft to the terminal
and their subsequent exit from it. Previously, aircraft had to traverse
practically the full length of the runway to either begin their take-off run
or to reach the terminal. This held up other aircraft from landing or taking
off and restricted the throughput at Dabolim.

Later, the Navy agreed to the use of the apron in front of one of its
hangars as a holding area for aircraft en route to or from the terminal so
as to free the runway for the use of other aircraft. It is claimed that air
traffic at Dabolim (presently confined mainly to afternoon hours due to
naval restrictions for military flight training purposes in the mornings)
could treble if the taxiway was built. The planned taxiway would cut across
the aprons used for naval maritime patrol aircraft and choppers (but not
fighters). It is hard to understand how the Navy has agreed in principle
to this taxiway as long ago as 2006. Perhaps it was due to the boom in civil
aviation at the time and resulting pressure on Dabolim.

The current glitches regarding implementation (coinciding curiously with a
slowdown in traffic growth) are ostensibly on the grounds of sorting out
responsibility for construction (which would take 10 months) and financing
(to the tune of about Rs 80-100 crores). There is reportedly a tussle
between the civil aviation ministry and the naval authorities regarding
this.

We consider that the taxiway cannot be viewed in isolation. There is a major
bottleneck at present regarding aircraft parking bays which number only 6
currently. It is not known what the minimum number has to be if the planned
parallel taxiway becomes operational. To expand this apron space requires
the navy to telescope its two runway crossings into one which is away from
the terminal and then part with airside land. Then there is the terminal
itself which is being sought to be expanded but which is held up because the
Navy has yet to part with a measly two acres of air side land out of the 9
acres promised long ago.

The bottom line is that any progress in expanding Dabolim's capacity for
civilian traffic is bound to be at snail's pace because of the Navy's
arbitrary way of decision making in civilian matters. The implication of
this for Mopa is that it can also grow only at snail's pace for about 20
years since inception so as to avoid upstaging Dabolim and creating demands
for the closure of the latter's civil enclave. The issue then becomes one of
determining the right size of Mopa at start up.  The present ICAO plan for
Mopa has to be scrapped and a new one has to be generated.

In response to the HERALD report of April 16th, the Power Minister has now
fired a couple of salvos of his own in HERALD April 18th. The new report is
headlined Aleixo upset over non-usage of tap changer provided to
transformer. Instead of this electrical mumbo-jumbo the headline should
have read Crossed (power) lines or something just as pithy. This would
have highlighted the unseemly squabble which is not at all in the state's
interests. To explain we need to back track a bit.

In the first report (April 16th) a HERALD correspondent contacted an
official in the Electricity Dept in Vasco who complained they get little
support from their superiors or counterparts in [THE ELECTRICITY DEPARTMENT]
in tackling the power situation at the airport. He [the official] added:
The main problem lies with the Ponda main station which constantly supplies
us with low voltage.

Now the Power Minister sings a different tune from this. He is asking why
the airport didnt use the facility of tap changer provided to the
transformer there? Apparently this is specially meant for stepping up low
voltage. Then how come his own departmental staff in Vasco didnt realise
this and advise the airport authorities accordingly? Is there a
communication gap between Vasco staff and other staff? Alternatively, is the
airport authority ignorant of the functioning of its electrical
infrastructure?

The minister however admits in the report that the Dept has had a problem
with its line whichever one that is. He then proceeds to rattle off
equipment capacities which differ in magnitude from those provided in the
Airport Director's presentation (ADP) cited in the previous post on this
(originally expanded) thread. For example he talks of the airport's 500KVA
generator and an 80 ton AC system which are at variance from the 33KVA
substation and 720 ton AC plant respectively. Meanwhile, the Chief
Electrical Engineer, who also chimes in on the issue, does echo the 33KVA
figure but his reference to the 'configuration' employed is either at
variance from ADP or is ambiguous.

The Power Minister suspects some sort of conspiracy on the part of the
Airport authority calling it part of a continuous campaign against his
Dept. He dismisses its warning of a shut down/flight diversion as a pretext
to incite and excite Goans. He also advises it to set its own house in
order.

But oddly enough he offers to renovate all the conductors providing power
to that particular area viz VASCO. In a boxed article in the April 18th
report titled Vasco power woes will be sorted out soon: Aleixo, the worthy
sings a different tune yet again, this time all sweetness and light. He goes
to the extent of saying I definitely apologise for the situation. In this
report, he alludes to the work of a Bangalore based outfit which has been
tasked at the behest of the central Power Grid Corp with rectifying faults
on a 110KVA line which could be the cause of line tripping. He is however
not in a position to specify the deficiencies just yet.

For the present, the bottom line is that the Electricity Dept from the
Minister on down seems to be labouring under the illusion that it is doing
Goa a big favour as the in-charge of its electricity supply. It needs to
adopt the mind-set of an enthusiastic service provider which takes pride in
its expertise and responsiveness and gets things done. Meanwhile the Airport
authority does need to show some resistance to shoddy responses of its
service providers including electricity, garbage dumping etc by resorting to
the line stop  action, in consultation with the civil aviation ministry,
in extreme conditions, to begin with, and gradually lowering the threshold
as the response mechanism gets into gear. It is vital to meet the universal
operational standards that are laid down for airport functions and not get
by in chaltha hai mode.

As for the politics of the situation, others may be better placed to get a
fix on it. But we have one thought: What about the dog that didn't bark?
In other words, why is the navy silent? Maybe it depends on AAI to carry the
can at the civilian interface. And maybe it feels that toughing it out in
a fairly civilized place like Dabolim/Vasco is far better than really doing
so in some isolated location for purely military reasons. And last but not
least, it may be counting on Goans to get fed up with the stranglehold at
Dabolim and stampede to Mopa leaving the former all to itself  (the navy)!
So whose side is the Power Minister on? Hmmm.

Some more scraps of information have become available from a report
headlined Officials warn of flight diversions in today's HERALD (H).
Supplementing this with some data from the Airport Director's presentation
(ADP) and a report of GCCI on Goa's infrastructure (GCCI), (as indicated by
the respective abbreviations), the following picture emerges:

The power is dispatched from the Extra High Voltage (EHV) station at Ponda
and is distributed by a 33KVA/1 MW substation at the airport (ADP; H). The
airport has a 720 T aircon plant. It has DVOR/DME navaids (ADP). There is a
back up generator which runs for 3 or 4 hours befoere refueling (H). The A/C
plant is probably shut down during the operation of the back up genset. The
situation was exacerbated by the high ambient temps of late.

The 33KV supply is subject to up to 20% low voltage especially during peak
hours  besides the problem of outright outages(GCCI; H). Airport officials
now complain that international airports such as Dabolim are supposed to
have a dedicated feeder line which ensures quality and reliability (H). An
array of crucial devices and services depends on electricity. Runway lights,
navigation systems, ATC operations, airline counter operations, etc , with
aircon being the last but by no means least of them (H).

According to the HERALD report, electricity problems have been prevalent for
8 days at the airport. This compares with 3 days mentioned by GT. Besides,
the generally rickety electricity system of Goa must be taking its toll in a
highly bureaucratic airport/airbase set-up. Surprisingly, neither ADP nor
GCCI  highlight the unsatisfactory nature of the airport's electricity
supply and operation. It took a convergence of events affecting
international pasengers to throw the spotlight on this unacceptable
situation. It remains to be seen if AAI has the courage to actually declare
a shut down until things are sorted out permanently on a war footing. This
is a prime example of the chaltha hai mentality we find everywhere in the
country.

scenes. Confirmed reports narrate how foreigners - many of who tend to
portray India in bad light at the slightest excuse - have been throwing
tantrums and embarrassing the airport authorities. Unable to bear the heat,
foreigners are seen removing their jerseys in full view of other passengers
and roaming the precincts of Dabolim airport - bare-chested. What has left
the airport authorities fuming is their utter helplessness in tackling this
situation. Simply because power supply to the airport is playing truant for
the past three days. And despite complaints to the highest echelons in the
Electricity Department, the airport authorities claim to have only received

Why should a passenger who wants to catch an international flight have to go
to the domestic departure building? Its really strange. Recently I also
ended up contributing to global warming at Dabolim by taking a wrong turn
inside the airport area. Because I didnt turn off towards the arrival gate I
went on to domestic departure, then past international departure, out of the
airport exit, on to the road and back into the entry gate to finally reach
the arrival area.

On another occasion I was struck by the reservation of prime airport parking
space for staff cars. No wonder other cars and taxis were strewn all over
the country side near the airport entrance. Giving airport staff pride of
place doesnt reflect genuine customer orientation. Anyway as some have said,
Dabolim airport needs 100 acres of space not the 35 acres it is making do
with.

Last week, this December 2007,  my wife came with our driver to Dabolim 
airport to travel to Doha Via Srilanka airlines. She got down and took her 
luggage to go inside the airport,  all of a sudden the securities stop her 
and did not allow to enter but to go through domestic airport entrsance 
side to enter.  Thank God our driver did not left the place and she had to 
enter the car and go back to  again with a round to domestic side to 
enter. This is the hardship we face when we leave Goa, because the AAI 
changing their  rules as they like and makes Goans as aliens.There should 
be instructions given tothe passengers at the Gate.
It is correct to say when we arrive it is very very happy  and when we 
leave Dabolim it is not happy.
Please AAI arrange to change this system.

Goa, the way she was...
I think back to the mid-fifties and a lot more adventure. My father had 
taken what was called his 'long leave'. We embarked on the MV Asia in 
Mombassa, Kenya's natural and beautiful deep-berth harbour. We disembarked 
after five days and nights at sea, at the first port of call, which was 
Karachi, and spent time with some relatives there, before dividing our 
holiday in two parts... I flew by a plane for the first time... a very large 
plane I thought at that time... a trundling Dakota, run by the Portuguese 
colonial authorities between Karachi and their military airport at Dabolim. 
Those days the runaway couldn't have been that much broader than any of the 
narrow roads that weave through a Goan village... There was no electricity 
in those days, so I remember being a little frightened by the big, dark 
house, and the huge shadows thrown by the oil-lamps and the talk about me 
having to be careful about snakes Calangute in those days was a fishing 
village with no more than twenty houses at some distance from each other. I 
don't recall seeing walls anywhere I remember all the adults and their 
friends sitting around and singing Konkani songs and getting sentimental 
because soon the holiday would be over and they'd have to go back to their

The above has been transcribed from Joel D'Souza's Daily Goa Newsclips of 
October 26. I don't know who the author of that article (Hartman de Souza) 
is. But I must point out that he is wrong in referring to the military 
airport that the Portuguese authorities maintained at Dabolim. Since its 
inception and until its takeover by the Indian Navy, the Dabolim Airport 
was always a civilian one, and there never was a single Portuguese military 
aircraft at that airport.

PANJIM, OCT 28 – Shantaram Naik, MP has demanded that Dabolim airport should
have a bigger Integrated Passenger Terminus than the one planned.


In a statement issued today, Naik says that daily traffic at the airport
being around 4000, Dabolim should have a passenger terminus for catering at
least 3000 passengers, if on account of constraint of land availability, a
bigger terminus cannot be constructed.


Naik said that he has been consistently arguing in the MOPA Committee that
the Indian Navy have to produce the title documents of the land occupied by
them at Dabolim including the land transferred by them to the Airport
Authority.


Naik said that it is not that he does not realise the Defence needs but that
it is not fair that Navy should make the Goa Government and the Airport
Authority to go with a begging bawl to the Navy asking for land when the land
actually belongs to the Government of Goa, and that, the Navy has not produced
any Deed of Transfer of the said land in their favour nor there is, to my
knowledge, any such deed in the records of the Government of Goa.


Naik said the officials of the Goa Government who were present during the
first meeting of MOPA committee has assured him to investigate into the title
of the land and submit the information before the committee.


Naik said that it is only because in the last meeting when ICAO experts, who
had earlier given a feasibility report regarding MOPA airport attended the
meeting that he (Naik) had asked him a question whether he had taken into
consideration existence of Dabolim Airport while giving the feasibility reports
regarding the proposed MOPA airport, the expert said that he had not taken that
aspect into consideration and that if the Committee wants to know about the
feasibility of MOPA in the light of existing airport, a fresh study will have
to be made.


Naik further said since the term of MOPA committee has been extended up to
October 31, 2007, a
meeting of MOPA Committee is expected to be held soon.

The Dabolim International Airport in Goa is all set to get a facelift.
The Union government is said to have promised an investment of Rs 500
crore towards this. Apart from that, the airport will facilitate direct
landing for scheduled international flights.  
  
The Navy, which has been running the Goa airport, has agreed to allow
direct landing of all scheduled flights at Goa instead of having to
adopt the Mumbai route. In addition to this, Air India is considering
starting a direct flight to Dubai from Goa, said Goa tourism minister
Mickky Pacheco.  
  
According to him, several foreign private airlines, including Virgin
Airlines from Europe, Lufthansa from Frankfurt and Midland from
Manchester in Britain and Air Arabia from Sharjah are ready to fly
directly to Goa, avoiding the present circuitous routes.  
  
Pacheco further stated that the government was examining the economic
viability of such direct operations as well as the possibility of
launching direct flights from Goa to these foreign destinations.  
  
For the airport's revamp, the Airport Authority of India (AAI) has
planned to build a terminal with four aero-bridges to facilitate the
landing of wide-bodied aircraft at the Dabolim International Airport in
Goa.  
  
The move is aimed at easing the growing air traffic congestion,
particularly due to the growing number of charter flights, at the
airport.  
  
According to official sources, the Union government has agreed to make
an investment to the tune of Rs 500 crore to revamp the airport. Apart
from that, the AAI will offer 18 acres, as well as acquire nine acres
from the naval authorities to facilitate the airport's expansion.  
  
We plan to extend the airport apron to aid the landing of bigger
aircraft, besides pressing into service the instrument landing facility
for night operations, Said Pacheco.  
  
The plan is to use the additional land to enhance parking facilities,
from the present capacity of four to five aircraft to at least 10
aircraft, including four A-320s and six ATR turboprops.  
  
There are also plans to construct parallel taxiways as well as develop
passenger terminals and cargo terminals to ease the traffic congestion.

  
The expansion plans are in keeping with the projected growth of the
airport. At present, we have around 800 international and over 7,000
domestic flights annually and the figures are poised to increase
tremendously in the years to come, claimed Pacheco.  
  
According to official sources, the Indian Oil Corporation (IOC), which
presently uses a road running across the airport runway, will be asked
to operate its traffic through an alternative route to facilitate the
expansion of the airport.  
  
With the revamp of the Dabolim International Airport on the anvil, there
are growing concerns that the state government may discontinue the
international airport project at Mopa along the Goa-Maharashtra border.

  
It is up to the six-member Central committee headed by chief minister
Digambar Kamat to decide whether to go ahead with the Mopa International
Airport project or not, maintained the minister.

By now everybody has forgotten about those silly 9 acres which were to be
handed over months ago at Dabolim. And about which Papa Doc recently took up
the issue with the Hon Admiral, Defence Minister, Civil Aviation Minister
himself (or so we were told by the media). Besides, what's new about being
open for 24 hours. Ths is what the Navy also keeps saying, right? Except for
a few hours during prime time! Oh well ..

VASCO, FEB 3 - Union Civil Aviation Minister Praful Patel has said the
Dabolim Airport must remain open round the clock for civilian flights,
given the huge inflow of tourists from all over the world.


It is our duty to improve infrastructure at Dabolim Airport and to
make Dabolim Airport well connected with other destinations, since
tourism is the biggest industry of Goa, Patel said, while addressing
NCP workers in the port town.
To make Goa more economically prosperous, connectivity between Goa
and various countries should improve and the civil aviation ministry
is working in this regard. A small country like Dubai generates around
4 crore tourists each year and our figure for Goa still remains in
lakhs, which is a matter for concern to us, he added.
The union minister informed that about Rs 2 lakh crore would be
invested in the Civil Aviation sector in the next ten years, which
would provide job opportunities to about 50 lakh unemployed youth all
over the country.
He assured that Dabolim Airport would also benefit with this huge
investment in the aviation sector, adding that unemployment would be
solved to a large extent in the State.
Patel admitted that whenever Deputy Chief Minister Dr Wilfred de Souza
visited New Delhi, he would always enquire about the development of
Dabolim Airport. In fact, local NCP leaders often remind union
ministers belonging to the NCP about the day-to-day developments in
Goa, said Patel.

done ten years ago.

New Delhi, to its credit, is waking up to the huge

PANAJI: The Airports Authority of India will complete the upgrading and 
expansion of facilities at the Dabolim international airport by the end of 
2007.
An AAI representative gave this information on Thursday at a meeting of a 
committee, set up by the Civil Aviation Ministry to study the proposed Mopa 
airport in Goa.
This [expansion] would comprise extending the apron and building an 
additional international terminal, Shantaram Naik, committee member, told 
The Hindu on Friday.
The meeting asked the International Civil Aviation Organisation (ICAO) to 
conduct a fresh techno-feasibility report on the Mopa international airport 
proposal, taking into consideration the continuation of the Dabolim airport 
facility for civilian traffic.


Rane presides

Mr. Shantaram Naik and Sripad Naik, both members of Parliament; Chief 
Secretary J.P. Singh; ICAO Deputy Director Hakim Bashar; ICAO officer Ruben; 
AAI Joint Director A.K. Mishra; and Transport Director R. Mihir Vardhan 
attended the meeting held under the chairmanship of Chief Minister 
Pratapsingh Rane.


Mr. Shantaram Naik said the ICAO's earlier techno-feasibility report did not 
take into consideration the existing Dabolim airport as the terms of 
reference did not provide for that.


At the committee's first meeting, he insisted on knowing about the title of 
the area in the Navy's possession at Dabolim. At present, the Dabolim 
airport is under naval jurisdiction.


According to him, the land belonged to the Goa Government and no title was 
given to the Navy.
Referring to the Defence Ministry's reply to him in Parliament recently, he 
said the Ministry had held title to 1,687.51 acres at Dabolim since April 9, 
1962. The land was handed over to the Ministry by an order of the then 
Military Governor.


The AAI was using 25.696 acres. Out of this, 14.995 acres was transferred by 
the Defence Ministry to the Director-General of Civil Aviation on June 22, 
1966.


Claim not fair

Mr. Naik said the land was simply handed over as it was required at that 
time for the military operation for liberation of Goa.


The land should have been reverted to the possession of civilian 
authorities. Claiming title to such land is not fair.


Asked why he was raising the issue of Dabolim land title, he said: If this 
land, which rightly belongs to the Goa Government is available, a Mopa-like 
airport can be constructed at Dabolim itself, which will be convenient to 
the people of Goa. It will convenient for the tourists too.


On the contrary, if the Navy (Defence Ministry) has title to the land, it 
will be easier to convince the people of south Goa, who are agitating 
against Mopa, that since the land belongs to the Navy there is no 
alternative to going for the Mopa airport.


My requests to all fellow Goans every corner of the world to make a quick 
debate on the above message, regarding the illegal possession/ownership of 
the Land without buying at Dabolim International Airport at Goa by the 
Indian Navy.
