SPECIAL STATUS FOR MONEYBAGS HEADED TO GOA! FB post by Claude Alvares For the past ten years now, Goa has been almost in a permanent state of war. There have been regular invading armies and conquests, mostly originating out of Delhi, or Mumbai, or even Haryana and other places, each biting off slices of Goan villages, and the Goa government has in every conceivable case, gone all out to support them. The political leaders who run this government only come to the villagers when they want their votes. Look at these simple facts about the new brewery and distillery approved for erection at Amdai, on the banks of the Uguem river -- a depressing repeat of hundreds of similar invasions being fought at Cavelossim, Carmona, Tiracol, etc: * The land at Amdai (64,439 sq mts) is purchased in 2013 by Vani Agro Farms, registered in Delhi, headed by Guptas and Jains, for the sum of Rs.2,39,71,308 (Rs.2.4 crores) from Anselm Furtado and Sheryl Furtado, living at Chouquivaddo, Carmona. The adjoining plot of 60,000 sq.mts is also bought up by the same group, so now the total land acquired is 1,24,439 sq.mts. Vani Agro applies to Canara Bank for a loan of 43 crores. * The land is zoned as orchard in the regional plan, because it has magnificent spread of coconut and cashew trees. The new owners claim in a media interview that the Tree Act being amended to exclude coconut trees, they do not need permission to mass-kill the trees on the plots. * According to the project report, there is "plentiful water" to produce 5 lakh hecto litres of beer. There is simply no acknowledgement that the water belongs to -- and has been hitherto sustainably enjoyed by -- the people living in the area. The water, in fact, belongs to them since they have been using it for decades. * The company applies for permission to extract 506 m3 daily from the Uguem river on 11.11.2013. This is granted by the Water Resources Department on 26.11.2013, in less than 15 working days. The Uguem river today is the only source of water for hundreds of ordinary Goan villagers for all their primary needs ranging from drinking to washing clothes. (Ironically, at this very moment, the Goa government is fighting the Karnataka government which wants to divert the waters of the Madei river to provide drinking water to Hubli and other Karnataka cities!) * The company applies for a public health clearance on 29.7.2013. The PH certificate is promptly issued by Dr Vinod Naik, Goan Health Officer, on 31.7.2013. * The company applies for an NOC from the Sanguem Municipal Council on 18.7.2013 and, lo and behold, a provisional NOC is issued by Goan Chief Officer, Pramod V. Desai, on 26.7.2013 (within one week). The CO does not consult the elected council. He issues the certificate on his own. * The company applies for Town Planning permission. However, even before the TCP can consider the proposal, the new Goa Public Investment Board approves the proposal on 16/01/2015 and at two further meetings held on 17/6/2015 and 6/10/2015. The officers or people at the Public Investment Board who approved this file include Martin Ghosh, Nitin Kunkoliencar, Atul Pai Kane and some functionaries including the CM. When ordinary Goans approach the same bodies for similar permissions or approvals, they are made to run around coconut trees. Now even that may not be possible, because at Amdai, more than 1,000 coconut trees will be cut to produce liquor and beer for tourists and other elements, as if they haven't already drunk themselves senseless. No further comment, I believe, is necessary. Similar scenario was repeated earlier at Tiracol as well, where the entire village lost 12,12,000 sq mts out of 13,84,000 sq.mts for a golf course again by another Delhi party, the Jatias, through Leading Hotels. The CM has been openly backing that project as well. Got the message? Want more cases? Competent Automobiles (Maruti-Suzuki dealers from Delhi) have purchased prime beach area in Cavelossim even though the village and panchayat say they do not want another five-star hotel in their midst. At Baga, huge illegal constructions put up at La Calypso, had to be finally demolished because of court orders. The owner of La Calypso is from Delhi. Who allowed him to build and exploit the illegal structures for years? The answer is blowing in the wind. So it is time we scrapped the pretence of having become an independent State in 1987. We were ruled from New Delhi from 1961-1987. After 1987, our new landlords are also coming from Delhi while 12,000 Goans have acquired Portuguese passports. As Alfred E. Neuman from MAD magazine used to say in my kid days in the mid-1960s: "Something funny is going on here!" When he assumed office on 9th March 2012, Chief Minister Manohar Parrikar had rightly pointed out that Goa’s exploding population needed to be frozen. But his government has done nothing whatsoever towards achieving that end, except keeping Goans entertained with the empty talk of Special Status for Goa. Infact Manohar Parrikar has been drafting in more ‘migrants’ and even posting them in high positions despite there being no dearth of qualified Goans available for those posts. In an apparent bid to seek and arouse passions over the issue of Special Status for Goa, Manohar Parrikar had last year expressed concern that Goa was on the brink of ethnic dilution as the uncontrolled migration into Goa was diluting the State’s ethnic character. Unrestricted migration and whole-scale transfer of land is beginning to submerge the unique Goan identity” is what Manohar Parrikar had exactly said. Mr. Parrikar had further stated that The apprehension is that Goans will become an alienated microscopic minority within their own State The same devious Manohar Parrikar a week later amidst much fanfare inaugurated the Dawoodi Bohra's residential colony at Socorro in Porvorim. In his speech there Manohar Parrikar said “As 80% of your community members are into business, I would like to invite and welcome more people from your community to come to Goa while assuring them all help in their endeavours in Goa. Such double talk by Mr. Manohar Parrikar has now become the order of the day. Fortunately, the people of Goa including some of his own cabinet colleagues and party MLAs are now opening their eyes and may no longer be fooled by such empty deceptive talk. The electoral promises are mere rainbows. Despite having a clear mandate in Delhi, if BJP and specially Manohar Parrikar cannot deliver, God help Goa. Perhaps the foreign junkets are aimed at distractions, to enable Manohar Parrikar to fiddle to glory while Goa is burning. The skewed decisions of this government are on account of the tailor made and politically vitiated legal advice being given by the flamboyant Advocate General Atmaram Nadkarni whose very close links with the Mining barons, the Casino lobby, and the builders is no secret. That Special Status may remain a mere illusion forever. We can save for posterity whatever remains of Goa by urgently having the required laws in place to protect our land and identity. For this to happen and get those laws drafted, we first need to have on a priority an honest, sincere, and knowledgeable Advocate General who would have only Goa’s best interest at heart. Will the Chief Minister stop shedding crocodile tears and bite the bullet by taking this first much needed step to salvage Goa’s wreckage. I feel that his answer is really sensible. We Goans including myself have habit of talking at pubs, tintos and other places. In each village there are several catogory of people. Some are cooks, some are coblers, todday tappers, liquor distillers, hoteliers, etc. The older generation carried on this job and sent their sons to schools and colleges. A cobler's son is afraid of continuing his father's profession because he feels society has put him in a lower class. But if he had sense he could open a small shoe shop somewhere or a industry to make shoes he would have made lot of money. A cook;s son graduates himself and finds no job. He will rarely take up cooking because the society has called him a mar. Some goans went to work in the gulf there and found life different from goa life I do not know why they thought it this way. They migrated to other countries some had to put their professional degrees in the garbage tin and work for something they would not do in Goa Why do goans feel that there is nothing in goa or in india . he shoch galat hainon goans would not have been here if we had to work without feeling belittled. A non goan graduate sells vegetables in the market. He makes two to three thousand rupees a day where as your son who is a graduate works for 8 thousand a month. What special status willhav do ? goans want a sucegad life that is why government employees are taking us for a ride. They get government salary and they have private business too.

IN the monsoon session of the state Assembly, the Chief Minister, Mr. Manohar Parrikar had said that the government was open to taking an all-party delegation to the Centre to push for the state's demand for special status. Mr. Parrikar had said this in reply to the Congress Dabolim MLA, Mr. Mauvin Godinho after he had raised the issue of delay on the part of the Centre in granting the special status to Goa. During the discussion the opposition members too had insisted that Goa needed protection in a number of ways and that special status would facilitate the same. Interestingly, , it was also said that Goa could go the Kashmir way where land cannot be sold to outsiders. Goa government contributes to the central coffers by way of duties and taxes from mining and other heads to the tune of Rs. 10,000 crore but the state government gets back only Rs.1000 crore per annum. The Finance and Planning Commission grants funds to low population states like Himachal Pradesh and Uttarakhand, and Goa should also derive these financial benefits. Mr. Parrikar was to prepare a proper report on this issue but till date there is no sign of it's progress, nor is it followed up by any member of the House. May I ask the government to clarify on the same? COMMENTS: It appears that being the BJP Member, it is unfortunate that no one has informed him that SPECIAL STATUS FOR GOA is not at all in the list of Manohar Parrikar's Priorities. Instead, VOTE BANK POLITICS is. This is apparent from a slew of things that are happening, such as (1) Getting Goa's Laadlys married. (2) Keeping the Housewives happy with money in their purse on every month basis as doles where they have to line up day-in and day-out in front of the Collector's, Mamlatdar's and BDO's Offices instead of doing profitable work and where the money to pay for these doles comes from the High Interest Rate Open Market Loans, to put a heavy burden on the heads of the children of the same housewives he is keep happy by spending the future of their own children in advance, frivolously (3) Song and Dance and many other shallow schemes to keep the VOTE BANK (especially migrant) flourishing. If Mr. Panjikar thinks that the Opposition Congress is thinking anywhere in the direction of the future of Goa, then he is sadly mistaken. Congress will be more happy to go and the rape of GOA to satisfy the Mafiosi from Italy sitting on their heads. GOA has never been in the scheme of things for the Nehru family including Pandit Jawaharlal Nehru. Huge swathes of land were allotted to Industry. A specific case is land allotted to Zuari Agrochemicals Ltd (now known as the Adventz Group) The area is called Zuarinagar. The existence of this industrial group of complexs makes the existence of the Indian Army the Indian Navy neccessary for Disaster Management purposes.Sancho Panzas seem to forget that GOA IS A BORDER STATE(recollect the 26/11 incidents in Mumbai) The other reason being PLO's (Portuguese leftovers still wanting to go back to the so called buccolic days of Portuguese yore. Protection of Goa and Goans, their land, ethos, culture, identity and language are undoubtedly issues that every true blooded Goan is not only concerned but worried about, but has not been able to give expression to, in a manner that would compel those in authority to act. Several politicians have, on several occasions, raised the issue of special status for Goa, but only a handful of them, like Shantaram Naik, Francis D’Souza, Reginaldo Lourenco and a maybe a few others have been vocal, clear and sincere in conveying what Goans actually want and urgently need and what they mean by this demand. Goans gracefully accepted India’s sovereignty over Goa and never questioned it despite the promises made by late Jawaharlal Nehru to Goans, including the assurance that Goans would have the right to decide their own future, remaining unfulfilled. Unfortunately, however, Goans also remained silent spectators to the decisions taken both by Portugal and India, on their behalf without having any mandate to do so. It is interesting to note that while Portugal granted Independence to all its colonies, except Macau, it did not feel necessary to consult Goans prior to signing, in December 1974, a Treaty with India, “ on recognition of India’s sovereignty over Goa, Daman, Diu, Dadra Nagar Haveli and related matters”. Goa and Goans were sacrificed at the altar of Portugal’s longing to free itself from isolation due to its faulty and intransigent policy on its colonies and India’s anxiety in legalizing what till then was considered Goa’s illegal occupation. Portugal not only denied us the right to autonomy, despite persistent demands from certain quarters and the knowledge that a silent majority was in its favour, but later compounded this sin by signing the 1974 agreement, without any consultations with Goans or ensuring the safeguard of certain rights and obligations, which would have protected us from the mess we are in today. But all this is history now. Lets us shed our tendency to indulge in blame game and find fault with everyone else, except ourselves, on what is happening to us. Our deep and prolonged slumber, lack of courage and absence of unity, tenacity and perseverance have been the main causes for our present situation. What is required from us now is to put our past behind, forget our differences, particularly of caste, religion, language or script and unite for a greater cause – the cause of our beautiful land and of our people. We owe it to our ancestors to retain and to our descendants to save this earthly paradise from destruction and ecological disaster and our people the ignominy of being treated as second class citizens by none other than our own people. We have rightly thrown one lot out. We will throw the other one too if Goans do not have their way. Time is running out for us. We need to put Goa back on the tracks. We are not asking for much – just protection of our land from sale to outsiders and controlled in- migration, considering our fragile and limited infrastructure and resources. It is an affront to our dignity and self- respect to see that Goa is up for sale and Goans are being treated as aliens in their own land. With vultures walking in with brief cases full of ill- gotten and unaccounted wealth, thanks to Governments both at the Centre and in the States that thrive on this, honest Goans cannot afford even a piece of land, leave alone a house to live in. The previous Government, with sizeable number of Ministers and MLAs in real estate and construction business, was averse to a law that would restrict sale of land to outsiders. But even Manohar Parrikar does not seem serious enough on this issue. We heard him attentively recently, on the issue of Special Status, when in the Assembly he roared that the Central Govt. was taking from us more than what it was giving and that he would demand our share and not ask for alms ( anv bhik magpa nam). Even when it came to proposing a law prohibiting sale of agricultural land, he affirmed that only agriculturists would be entitled to buy, without specifying whether it would be restricted to goans. Special Status for Goa - A must The recent utterances by Pranab Mukerjee and Nitin Gadkari that there is no provision in the Constitution of India for Special Status, must not only be condemned and rejected but taken very seriously by Goans. It only confirms that the central parties and its leaders are not at all bothered about Goans and their identity. Goa is too insignificant for them and their only interest is to capture power with empty promises and rule the state, which is clearly evident by their descending on Goan soil, only during election time. Octogenarian Pranab Mukerjee, having served decades in power, must gracefully retire from active politics and devote time to his other interests like Poetry, so that a young generation of new politicians will emerge, to better understand the needs and aspirations of our State and its future. It is a shame that not even one of our 40 MLAs, has the guts to refute such remarks, which is an insult to Goans. However, bravo to our MP, Shantaram Naik, who alone has the courage and rightly pointed out, that Special status is possible, by bringing in Constitutional amendment. It is time to tell the central leaders that they would be unwelcome to Goa, if the demand for Special status is ignored, in spite of the unanimous resolution adopted by the Goa Legislative Assembly. Constitutional changes become necessary with the advent of time and therefore we elect parliamentarians to do the job. How and why, in number of instances constitutional amendments and ordinances are rushed to protect the rich and powerful, bypassing existing laws and even Supreme Court verdicts; can Pranab Mukerjee or Nitin Gadkari explain to the people of Goa ? The basic tenets of a Constitution is to safeguard the ethnic identity and well being of its people. In a vast country like India with diverse culture and ethnicity, it is all the more imperative, to protect its minorities from being displaced. For this reason, many smaller Indian states like, Assam, Mizoram, Sikkim, Nagaland, Arunachal Pradesh etc. are protected by granting Special status under the very same Constitution. Goa, being one of the tiniest states of India, with very limited land resource, sensitive ecology and a small ethnic population, which in the last 50 years is dwindling below the ‘community survival ratio’, (around 1 birth for every 2 deaths) makes it a fit case to demand Special status. India’s first Prime Minister Jawaharlal Nehru rightly stated that Goa’s unique identity must be preserved. While more than half the damage is already done, Special status remains the only alternative to safeguard our scarce agricultural and forest lands from the multinational companies who are out to convert our villages, hills, forests and urbanise the entire state. Land ownership is fast changing hands and if this trend continues, Goans will soon be wiped out only to be recorded in history books. The first demand for Special Status was made by none other than Matanhy Saldanha in 2004 under Goa’s Movement for Special Status. Subsequently, this issue has become popular, gaining momentum during last 2 elections and in this particular election, is on every party’s manifesto. The unanimous resolution passed by the Goa Assembly is a strong case and must be pursued by the new Goverment relentlessy with the Centre, and this can happen only if our elected represenatatives are sincere, honest and committed to this great cause for Goa’s identity and survival. Dears, This link tells us that the Goa Legislative Assembly passed an UNANIMOUS RESOLUTION to the tabled motions by Mapusa MLA Francis D'Souza (BJP) and Curtorim MLA Reginald Lourenco (SGF) sometime in 2008 that Goa should get SPECIAL STATUS. I appreciate efforts by Goa MP's Shripad Naik and Shantaram Naik for lobbing the Central Government, to adopt Special Status to Save Goa's Identity. However, this alone will not be enough, we need to take urgent measures, which should among other things include: (1) Creating sustainable employment/business opportunities for Goans, so as to stop the Goan Exodus from Goa and bring back its sons/daughters from overseas countries (2) Favourable Educational Medical opportunities for Goans; including Non Resident Goans (2) Stop further deterioration of quality of life via promoting destructive development, environment damage etc (3) Urgent adopt policies measures to address the un-controlled migrant influx into Goa (4) Formulate a comprehensive Housing Policy, which favours housing Goans only and not create un-necessary homes for outsiders to come in; at the cost of destroying Goa's Environment, Ecology, Forests and contaminating its air, land and water. The Question is do our current bunch of MLA's in the Government have the capacity or at least the will to do this? Special Status for Goa - A far Cry To my mind, the demand to ban sale of property for residence and settlement is almost impossible in view of constitutional guarantee of residence and settlement. It has to be noted that the demand requires a change to the fundamental rights, something that is guaranteed to all the citizens of the country. Cleofato A Coutinho Cleofato Almeida Coutinho is a senior lawyer and one of the constitutional expert in Goa. He also teaches at Kare College of Law in Madgao. Despite our State given a direction as a sea side holiday destination and Goa being a great place for people from all over the globe, there is large scale migration, particularly from the upper middle classes from the Coastal areas to countries like Australia, New Zealand, Canada etc. But the sea side holiday destination has created a problem which we are unable to deal with. The holiday destination direction have made Goa a haven for a second home (holiday homes) for the rich of North India leading to a high demand for housing. The development activity that started after liberation has also led to large scale influx of lower middle class/labour class into our state due to labour opportunities and small traders, particularly at the lower level. The net result is we feel that our state is getting overwhelmed. The areas of concern are: (i)employment where there is a decreasing employment opportunities with increasing number of qualified people both from inside and those entering the state. (ii)politically it is felt that locals are losing their dominance in electoral politics due to the two-way migration referred to hereinabove. (iii)in the area of real estate, demand for housing has led to large construction activity. The second-home syndrome has led to a huge demand for housing, particularly in the costal belt. This has led to a demand for special status for our State and the special status is not a demand for economic package but basically a demand for non application of central laws for our state in general and a ban of sale of property to those not domiciled in Goa. It is felt that the villages are losing its character due to huge housing complexes and entry of persons who buy residences in the villages. That is the reason why the demand for special status is made. The demand has its basis in an argument that being small and already overwhelmed, we need protection and our land/our property cannot be permitted to be sold to those who are not domiciled in Goa. That the landlords sell the property as a part of best bargain for them and since market forces operate, the landlords in Goa obtain the best bargain for their land. It is felt imperative that the trend has to halted by barring sale to those who are not domiciled. Demand for special status is normally made on the economic ground. But here in Goa, our demand for special status is for barring sale of property to those not domiciled. Can such a demand be met in the teeth of some provisions of the constitution which are of fundamental nature? Article 19(e) (freedom to reside and settle) of the constitution in the chapter of fundamental rights and removes all internal barriers between India or between any of its parts. It will have to be kept in mind that the provisions of residence and settlement are almost universal in all the countries, including countries like Sri-Lanka and Pakistan. When it comes to residence and settlement, it shall not be possible to discriminate against the persons in matter of civic amenities and the right to reside and settle in any part of the country. However, certain discrimination in areas of admission to educational institutions on the grounds of domicile to a limited extent is permissible. Restriction on residence and settlement is not possible unless restrictions are imposed on the grounds of ‘public health', ‘public order' and ‘in the interest of scheduled tribes'. If we examine restrictions based on the ground of public health, it can be noticed that restrictions are brought in red light areas and on the ground of public order, criminal elements are prohibited from residing in certain areas. The area, based on which various states particularly the states from North East, have imposed restrictions in the interest of schedule tribes. Restriction can be brought in the interest of scheduled tribes. Scheduled tribes are considered backward and unsophisticated class, who due their backwardness are exploited by various persons taking advantage of their plight and depriving them of their lands. Tribal areas need protection of laws. Tribals are gullible people, who fall prey to unscrupulous elements due to their innocence, poverty and backwardness. Hence constitution and the laws treat tribals and tribal areas separately, who need to be taken care of. It is in this context that laws are made to prevent other citizens in settling

While special status to Goa will solve some of the problems, dont think it is a panacea to all evils. The law has to be carefully crafted otherwise it will be easily subverted in the following ways. 1) A goan can own land on paper and still lease it / rent it to outside parties. 2) A Goan can start polluting business, five star hotels, or mega projects. The key is --- the laws for land use have to be strictly enforced. RP 2021 has to be enforced so that irrespective of who the owner is, land is not used for concrete jungles. Dear Soter, Hats off to you for this critique on the demand for Special Status for Goa that is now becoming a deafening whine. The question is: How come our politicians never thought of this unique status that Goa long deserved? We have heard the chants before from politicos saying We will pull down Meta Strips brick by brick. And we have also seen other politicos, when bestowed the stripes of ministers in the government, forgetting their past utterances and give Meta Strips 'clean chits', meaning a highly (dioxin) polluting Industry suddenly becomes eco-friendly. What transformation ! It has been documented that in Japan, a very nice, eco-friendly looking factory using a process of high compression to reduce scrap plastics into plastic bales, boasting ample green lawns etc on its premises was the cause of a slow disaster for the neighbourhood population where even women started growing hair on their faces (hormonal changes), not to mention other ill effects like impotency in men, developing cancer causing ulcers etc. This issue was even raised in the Goa Assembly by Dr. Wilfred D'Souza, waving the 'Time Magazine' where this Japanese incident was reported. (BTW it was we at goasuraj that had made the Magazine available to the good Doctor to fortify his arguments against Meta Strips in the then ongoing gruelling debate in the Assembly). Goans needed Special Status a long time ago. So also we needed a special IAS corps for Goa. Did anybody bother? Would things be different if there was a simple transposition between Dayanand Bandodkar and Dr. Jack De Sequeira? Did Goa miss the bus altogether in its formative years as a democratic state? Have Goans been taken for a jolly good ride, blinding us even to accept the routing of Goa's pride 'The Unique Institutions of Gaunkaries - the Comunidades??? Will Goa get its Comunidades back with this so called Special Status? But in an emotionally charged up atmosphere are Goans preparing themselves for yet another betrayal by politicians? Goans have even elected dynamic social activists to the Goa legislative assembly only to see them behave like blind mice when in government. When they are out of power they start singing the most beautiful and soothing songs that melts the hearts of the Goan people. One such new song is called Special Status. Where lie its origins and where will be its end will only be known to Goans once the State elections are over three years from now. From the external look of it and the politicians involved it seems to be a well thought out agenda for a 2012 manifesto of opposition political parties. What is Orixtt Avaz today may only be Odruxtti Avaz after 2012 elections as the flag bearers of such labels are no other than those who have unexplained powers of making dead man rise to contest and an a unmatched mastery in political wheeling and dealing over the last several years, repeatedly taking the people of South Goa for a joy ride. And the movement for Special Status may only become a movement for Special Statements after 2012 State elections because the players are from the same league. Will Goans ever realise from past experiences? The games politicians play are the same that drug addicts and alcoholics play. The only diference is that one emotionally manipulates for drugs and alcohol whereas the other for power and money. The disease of addiction to power, money, drugs or alcohol is all about pressing the right buttons, ranging from love to hate, which will ensure the continued support to their nonsense. Considering the heightened frustration of the Goan people, throwing up a vey emotional issue of Special Status has all the possibility that the public blinded by their emotions will bite the bait. Goa needs Special Status but the agenda cannot be dictated by politicians and political groups but has to emerge from the people. Special Status is one single major Goal but there are also other Goals/issues that we need to address internally/urgently; might be challenging but I believe that we can achieve the impossible, by putting our heads together and agreeing action plans, for the best way forward. Special status for Goa Reuben Sequeira, by email Recently, one of our eminent politicians suggested that the territory of Goa be expanded to include the predominantly Konkani-speaking talukas of Karwar and Joida in adjoining Karnataka. Our burgeoning population is cited as the reason why this merger would be a good idea. These areas have the potential to attract tourists and, more importantly, investment to set up SEZs. I have no problem with preserving the Konkani traditions of our state, but we must take cognisance of the root cause of this proposal. Survey statistics suggest there has been a notable drop in people who cite Konkani as their mother tongue. So a merger with these talukas will increase the Konkani-speaking people and preserve the Goan tradition. Isnt that logical? It is such warped thinking by our policy making politicians that has landed us in the mess we are in today. Let us take a moment to examine the real issues here. Goa is perceived as a paradise. There is a rush to buy land here. When I travel in India and let slip that Im a Goan, there are always excited queries about rave parties and the availability of land. The Mundkar Act, a populist legislation, is causing Goans to sell off their lands as persistent claims by greedy tenants cause nothing but frustration. With rapidly escalating land prices, unscrupulous builders step in and legally purchase land at exorbitant rates making efforts to dislodge them difficult. Their residential complexes are far too costly for the niz Goenkar. The migrant influx has steeped into our society. Slums supported by corrupt politicians, who use them as vote banks, are spreading. The limited infrastructure is crumbling and filth and garbage escalating. The prevailing scenario indicates communal clashes in the near future. It is reminiscent of erstwhile Bombay, where the indigenous Koli populace was swamped by migrants; the invading numbers reduced them to a stark minority. We have to demand special status as our state joined the union of India only in 1961, more than 10 years after India adopted its Constitution. We must seek stringent immigration laws, as well as check the indiscriminate drugs and construction menaces.
