It is not uncommon that hundreds of UPDF soldiers flee the battle front with LRA and take refugee in town and particularly in the slums in civilian dressing and in the night they commit lots of atrocities on the civilians, which the military swiftly blames on LRA rebels. It is this flight from the war front which created the Ghost Soldiers Scandal (GSS) in which UPDF officers made millions of Shillings paying ghost soldiers. A number of senior military officers whose personal loyalty to President Museveni was questionable have been court martial, while his sycophants have been forgiven. Namale Margaret was waylaid by the assailant as she walked home in Kikasa village. One of the girl’s parents Domazo Tibaya says the attacker hacked Margaret in the head with a panga. In my opinion: Thanks we don't get along...! Guard Arrested for Loosing Gun By Onno Columbus Tuesday, 14 November 2006A private security Guard in Gulu has been arrested for loosing a gun. Dennis Opio attached to Alert Guards Security firm was on duty in Pece Division when the gun disappeared. Opio has told the police that a boy went to where he was guarding and hit him with a brick before he fainted. The boy allegedly then took the gun but surprisingly the rifle was later found with a 5 year old child who was unknowingly playing with it when he triggered off one bullet. UN humanitarian chief Jan Egeland said the world body would deploy observers and helicopters to reinforce the team now overseeing the truce, signed in August and renewed this month despite allegations of violations on both sides. Two days after a historic but inconclusive meeting with elusive LRA supremo Joseph Kony, Egeland said UN staff and choppers would participate in monitoring the truce and two neutral camps where rebels are to gather in south Sudan. "We shall join the monitoring team to go to the assembly areas and to talk to the communities near these areas as a way to find out more about the LRA fears that they are still being pursued by the Ugandan army," he told AFP. "There are still mutual accusations from each side so the monitoring of the assembly areas will try to answer this," Egeland said, without giving a timeframe for the start of UN participation. The truce called for a monitoring team made up of officials from southern Sudan, the African Union, the Ugandan government and the LRA but had not until now involved the United Nations, which has a large mission in south Sudan. Numerous relief groups had complained that the international community was not doing enough to support the talks and Egeland's weekend trip to the talks venue in southern Sudan and meeting with Kony were aimed at easing that concern. Soon after the truce was signed, the LRA accused Uganda of massing troops around the sites in preparation for attack. Rebel fighters who had assembled then left, prompting Kampala to accuse the LRA of regrouping for war. When the truce was extended on November 1, the Ugandan military agreed to pull back from the vicinity of the camps but the rebels are refusing to return until the withdrawals are formally confirmed. "Redeployment (of the army) is a genuine problem for the LRA to assemble," Egeland said, adding that Ugandan President Yoweri Museveni had given him a personal assurance it would be done. "President Museveni assured me that the Ugandan government has agreed to make some redeployments in order to facilitate the LRA's assembling," he told reporters in Kampala earlier. The conflict in northern Uganda has claimed tens of thousands of lives and displaced nearly two million people, and is regularly described as one of the world's worst, and most-forgotten, humanitarian crises by Egeland and others. Peace talks in Juba, the capital of southern Sudan, whose semi-autonomous government is mediating, began in July and were given a major boost by the truce a month later. But since then, the negotiations have stalled apart from the truce renewal, with the two sides bickering over alleged violations as well as war crimes charges and power-sharing and governance issues. Despite the difficulties, the Juba talks are seen by many as the best chance to end the 19-year conflict and Egeland said he hoped the two sides would shortly agree to resume negotiations in earnest after his visit. "There is a commitment on both sides," he said. "They all want to bring this problem to an end although they continue to accuse each other of being dishonest." ABOUT 500 soldiers, UPDF deserters and civilians were arrested in a night Panda Gari on Independence Day in Gulu town. The UPDF, police and Local Councils carried out the operation that started at around 3am and ended at 7:30am on Tuesday. Two SMG guns and several rounds of ammunitions were recovered in the early morning joint operation. Soldiers and idlers that included drunkards and newspaper vendors were arrested. The northern Regional Army Spokesman, Lt. Chris Magezi, yesterday confirmed that hundreds of UPDF soldiers, deserters and idlers were arrested on Monday in a joint mop up operation. The screening is still going on. So far, we have managed to get dozens of UPDF soldiers whom we have detained at our cells. We have handed the civilians to the police, he said.Magezi said the UPDF deserters would appear before the army court this week on charges of dissertation and Away without official leave (AWOL). Gulu District Police Commander, Mr Yasiin Ndimwibo, said only five civilians had be handed to the police by press time. The operation followed concerns by Gulu Municipal authorities that there was high crime rate in the town suburbs. It is not uncommon that hundreds of UPDF soldiers flee the battle front with LRA and take refugee in town and particularly in the slums in civilian dressing and in the night they commit lots of atrocities on the civilians, which the military swiftly blames on LRA rebels. It is this flight from the war front which created the Ghost Soldiers Scandal (GSS) in which UPDF officers made millions of Shillings paying ghost soldiers. Blair wants shunned nations to help solve Iraq fiasco By Andrew Grice and Rupert Cornwell in Washington Published:14 November 2006 Tony Blair has urged George Bush to make a dramatic U-turn by drawing Iran and Syria into efforts to bring stability to Iraq and forge a long-term peace in the wider Middle East. The Prime Minister joined a clamour in Washington for the US President to drop his hardline approach towards what he regards as two rogue states. In his annual foreign affairs speech to the Lord Mayor's Banquet last night, Mr Blair offered Iran a "clear strategic choice" - a partnership if it stops supporting terrorism in Lebanon and Iraq and accepts its international obligations, or isolation if it did not. His advisers said the same choice applied to Syria. Mr Blair's spokesman denied his call meant a softening of British policy, which has always been keener on dialogue with Tehran and Damascus than the Bush administration, and would not involve concessions to the two nations. But he added that this was a "moment when people are rethinking policy, and the time to articulate a way forward". Bringing both Iran and Syria in from the cold is likely to be one of the key recommendations of the Iraq Study Group, led by James Baker, the former US secretary of state, which is reviewing Iraq policy. It is also backed by Robert Gates, who will take over from Donald Rumsfeld as the US Defence Secretary after the Republicans' drubbing in last week's congressional elections. MPs believe Mr Blair is seeking to exert leverage on President Bush over the Middle East at a time when he is weakened domestically and the influence of his neoconservative allies has waned. One Labour source described next month's Study Group report as Mr Bush's "get out of jail card". It is also likely to call for a phased withdrawal of foreign troops from Iraq. Mr Blair will reinforce his message today when he gives evidence to the Baker panel for an hour by video-link. But there are signs that the Prime Minister and the President are at odds over Iran and Syria, with Mr Bush declaring that Iran must first halt its nuclear programme. "If Iranians want to have a dialogue, they must verifiably suspend their enrichment activities," he said. Yesterday Mr Bush met nine of the 10 members of Mr Baker's group. White House officials described the session merely as "a conversation" in which both sides had shared their views, and played down expectations the group might come up with a magic formula to restore stability to Iraq and allow the US to withdraw its troops. But the pressures on Mr Bush to do precisely that intensified as a leading Democrat in the Senate demanded a change of course. "We must start a phased redeployment of US troops ... within four to six months," said Carl Levin, who is set to take over as chairman of the powerful Senate Armed Services Committee. "We cannot save the Iraqis from themselves." In his speech at Guildhall, Mr Blair hinted at changes in Iraq policy, saying: "Just as the situation is evolving, so our strategy should evolve to meet it." He called for strong political efforts, led by the Iraqi government, to build up Iraq's governing capability, and the plugging of any gaps in training, equipment and command and control in the Iraqi army, while rooting out sectarianism in the police. But he argued that a major part of the answer lay in "a whole Middle East" strategy. The starting point had to be Israel and Palestine, then Lebanon, and then an effort to unite all moderate Arab and Muslim voices behind a push for peace in those countries and Iraq. Accusing Iran of "using the pressure points in the region to thwart us" he said it had helped the most extreme elements of Hamas in Palestine, Hizbollah in Lebanon, and the Shia militias in Iraq. "That way, they put obstacles in the path to peace, paint us, as they did over the Israel/Lebanon conflict, as the aggressors, inflame the Arab street and create political turmoil in our democratic politics," he said. The Prime Minister insisted that the alliances Britain has with America and within Europe must remain the cornerstones of its policy in a changing world. He said none of Britain's vital concerns internationally could be addressed without America's support. "We need America. That is a fact," he said. "Europe gives us weight and strength. In fact, in my view, Europe should be far more confident about its potential." To critics demanding a more independent British foreign policy, he replied: "In today's world a foreign policy based on strong alliances is the only British policy which works." The Conservatives described hopes of a breakthrough with Iran and Syria as naive, but the Liberal Democrats welcomed the call, saying it was in their interest to avoid a civil war in Iraq. Machery was not depreciated because it was bought from Loans that were guaranteed by Bank of Uganda through the trustee\ Chairman.The guarantor is so happy that he forgave the loans and will pay from money saved from Buganda Kingdom Assets plus taxes on Bankubakyeyo remitances. Lastly, the Auditors have recommended not to armotize any other Assets because the company is in no going concern category. 2. A dividend of $12m has been declared and paid out in foreign currency to the stake holders. 3. Liquidity has never been a problem even in these tight monetary policies. We've outcompeted our local competitors thanks to our Chairman who is also the Trustee to the Privatization consolidated fund.
