heavily, and I have to track them each down with TCP dump based on their
torrent port.
Now if we could just get the automated DMCA "pay up or we sue you"

You should be sending that fee to the organization requesting the DCMA
takedown. Your time is not free, nor has the customer been afforded
due process for the allegation(s).
