32 teams, 16 pitches, straight knockout. 3 games on Saturday, 2 games on
Sunday.
If there are only 29 teams then the top 3 teams get a bye in the first game.
If two more drop out 5 teams get a bye.

In the US the observers have two very distinct roles. First they make active
line calls and flag offsides. I don't think you can make any argument that
