I am testing a scenario, where in I should be able to forward calls to
voicemail while in SRST only for selected phones. I am using
telephony-service, and srst mode auto-provision none.
Currently for all the the phones Voicemail is working using below config.

You won't be able to accomplish that requirement with provision none.
You need at least provision dn and then configure the forwarding on the
dns individually, or use call-manager-fallback and then use the alias
command for forwarding.

CME 7 Admin Guide Talks about such restriction and mentions prebuilding
configuration to provide service similar to that during normal operation, on
page 1234.
If i want names as in CUCM then I use mode autoprovision none and prebuild
