If I were to move and set up a consultancy or telecommute I would choose
southwest Georgia; probably Albany. The countryside is nice, Albany is a
college town so the infrastructure is decent to good, it is accessible to some
excellent outdoor areas and it doesn't snow there often. On the downs

I've moved back to Saratoga Springs, NY 3 times so far... In 3 to 4 hours
and you can get to NYC, Boston or Burlington. Plus you just can't beat

Blairsville, GA is about as slow as you can get without moving to a remote
mountain top village.
But - it has lots of services and decent stores and a WalMart 20 minutes
away.
Biggest problem is it's a dry county. At least that's my biggest problem. :)
