I think I saw a similar problem with recent JAXB versions. If I
remember correctly, the problem happend when the plugin scanned the jar
for classes. I assume, that it failed to parse class files build for
JDK >= 9 (Placed in the META-INF directory).

the NetBeans top-level directory layout was incompatibility changed.
Before the change all modules were at the top-level directory, after
the change, the modules were moved into a per-cluster directory.
You need NetBeans 9 to open the modules.

I would create a revert patch, that restores the branch to its previuos state.

and noticed, that one of the most important files is missing:
css.lib/src/org/netbeans/modules/css/lib/Css3.g
that file holds an antlr3 grammer for CSS 3. That file was not donated
