The point here might be that, to the Colombian government, San Andres perhaps isn't a different country but just another callsign zone to them. I don't know what their rules about signing callsigns while portable are. In the USA, it is OK to sign "W9SZ/4" or "W9SZ/KL7" or whatever. 73, Zack W
