e Active Directory Users and Computers MMC,
the accounts and mailbox configurations are correct, and are identical to
the remaining accounts (which use the FI, LN convention) that are visible in
the GAL.
Any help would be greatly appreciated! I'm stumped...

Correction: The policy is applying to the mailboxes that do not have a
problem. The policy is not applying to mailboxes that are accounts that
named after the users first name.
I confirmed this by adding a bogus SMTP address to the policy.

the first place. After that, your only real hope if to creatively
filter/block incoming NDR.
How well you can do this solely depends on what the capabilities are
or your MTA and/or spam
Something to note, is that you can choose to report backscatter NDR
senders to their ISP and to DNS blacklists that track these types of
offenses.
NDRs should only be communicated via the SMTP session in the form of
an SMTP status code. They should not be sent post-reception as
emails.

Your best bet is to determine which DNSBL you are listed on, and see
if they have a lookup mechanism that will tell you why you were
listed.
Most reputable DNSBLs provide this information in one form or another.

IP is listed. That would also be helpful to know - not just that you
are listed, but why. This information, and the headers especially,
