Going only by past experiences in the incubator, my understanding is that a graduation blocking issue is not something that necessarily blocks a podling release. It would be something that should be noted and fixed in follow up releases for sure. Perhaps the letter of the law change or the level

We have been working on improving the situation. The gradle wrapper is no longer checked in sources, and the README has been updated to make sure folks can build from source and download the wrapper as needed. Unfortunately I missed something and the jar found its way into the distributions.
