It worked for me the last time I checked, even after the 25 Year Anniversary Update. As I checked my HTTP logs, my FastDL server is still getting hits by HL clients, albeit I haven't updated my HLDS in like half a year now. Note that HL can only handle plain HTTP, not HTTPS, also as far as I know
