I would recommend NOT using FORCE until you know the reason the qmgr is not
coming down. You may damage something you do not want to damage.
In my opinion, always determine the cause before applying a hammer. It maybe

From what I recall, when I brought z/OS 2.1 up, ISPF version was 7.1. So
I'd say yes the manual looks wrong - although it's from 2013, so there
might had been some changes to ISPF that comes with z/OS 2.1.
