1. Use PDSE on LNKLST whenever possible
2. For PDS do not use secondary allocation (and single extent for
primary, CONTIG)
3. Keep number of "your own" libraries as small as possible
4. Allow LNKLST additions, not deletions (or just be prepared for IPL)

Some times this could be dependent on your hardware, EMC, IBM, STK, etc

Did something change with VOLCOUNT parameter handling between z/OS 2.1 and 2.3?
We have a job that uses 21 tapes to backup an application's datasets, and has
this parameter: VOL=(,RETAIN,,20),
Following the upgrade to 2.3 at the weekend, this job failed S837-08,
indicating it has run out of tape
I would doubt there is any reason to use SWA=BELOW unless someone is chasing
the TIOT(?) chain using logic that was invalidated w/MVS/ESA.
I once has an application program that choked on this.
A relatively small source code change to use RDJFCB, instead of chaseing the
chain resolved the issue.

(from ASG) that erroneously says that it's not valid. There are actually
several PRO/JCL problems that we have open with ASG currently, related to GDG
