comments of coworkers ("How can you read that?!"); not so much any more. I now
keep around two types of reading classes, a weaker broad-eye set for reading my
monitor at arm's length and slightly stronger granny glasses f

Personally, I only recommend doing this if you're a heavy consumer of the
REST APIs and want them to be highly available. Otherwise, let one instance
service the plex, z/OSMF is enough of a resource hog as-is.

As long as you are relatively current with your TSS maintenance, there are TSS
versions in CAKOJCL0 of the IBM samples for zOSMF setup that have had the RACF
commands converted to TSS commands.
I just set up z/OSMF and remember the answer to this: MEMLIMIT parameter needs
to actually work. This can be controlled by SMFPRMxx and/or SMF exits. You
probably won't get any messages from SMF when SMF sets your limit too low, by
ignoring what is coded on your EXEC statement.
