system is a separate CEC without a VM license. It seems I should be able to
install Linux under VM onto dedicated volumes and using real OSA addresses, and

Indeed you can, but as Rob says, all other LPARs must be protected from
the volume. The preferred way is to alter the I/O configuration to allow
access to those volumes only from the the Linux LPAR and the VM LPAR.
