eithernewayzcygwin is a free altrenative so u might want to look
into that...you can also try uml(if you want a virtual host under linux)
but this is only for linux virtual guest and it is a pain to setup.

the bandwidth pools on IP base...
You can also do that in CISCO by either using QoS or rate-limit based on
