Sudhir, you could use Ushahidi, FLSMS and Swara IVR (swara.mojolab.org) in
combination with each other to get to the outcomes you're looking for.
You would have to customize the apps to some degree (shouldnt take more
than a few scripts) and then train your users to use it.
