The USA EPA changed the rules for small engines in January 2007. It's possible many engines made outside of the USA can no longer be imported. Testing and modifications of course takes time and $, also maybe the supplier couldn't careless about selling small engines into the USA anymore.

I was trying to dismantle my 300D engine and hit a major snag in that the conrod bolts were not secure on the conrod - the bolts just keep on turning when trying to loosen the conrod nuts. Can one use the conrods after this ? I suspect that even putting new bolts in I will have the same problem.
