The script try to find the good quantization value so the output
size never get higher than required (4700 mbytes here).

The sinc* kernels are very bad at removing noise. IMHO, the
cubic* kernels are better for this job...

- video-svcd_q8-N-1.6.2.mv is 13.3 M
