One connection (I don't know which one) on the gauge should have 6 volts on it when the key is on. If neither does you'll need to find out where the missing 6 volts are. If you find one with 6 volts, remove the other wire from the gauge. Does the gauge now read full when the key is on? If no

The small coil springs are not responsible for "centering" the mechanism. That is the job of the flat 'switch spring' that rides against two posts on the switch ring near the pivot bolt. Sometimes this spring gets a "set" in it from 50 years of doing its job that can be fixed by flipping it over.
