Another thought, are you talking about the ignition (not starter) relay,
part 47 on Haynes diagram, at least in the version i have.
This relay doesn't have anything to do with the starter, what it does is
remove some of the load of the ignition switched circuits from the
ignition switch.

What happens if you link together the 2 pins of the temp gauge sensors ?, it
should go up to max.
This is the one with the smaller rectangular plug on the front of the stat
housing, not the larger one with the round connector on the side.

That isn't correct operation of the ECU temperature sensor, it should be a
normal thermistor, any switching from hot to cold maps etc is all done in
the ecu software, not in the sensor.

i've certainly had 2 that did.
And, i'm sure when i bought a brand new 34DMTR from weber for one of
