While some of the folks behind the current Torchwood are attached, the show was not as global or as globe-trotting as DW. I'm a bit skeptical it would do better on Fox than continued episodes on BBCAmerica. But the Fox Doctor Who movie is part of accepted Who lore, so they might pull this off.
