That would be because Trusty doesn’t use gnome-control-center anymore, but a fork called unity-control-center, which was announced a while back. You need to update translations in the latter to see the application translated, as pointed out in the report. Don’t worry, this is an LTS

no gnome-app-install translation for karmic
