The "mailto:"; URI in your trace does look a bit strange so 
maybe your capture tool added it, as you suggest.
The "tel:" URI is described in rfc3966 and indicates a telephone
number. Maybe there's a way to configure the Cisco switch
to send that? Otherwise you should capture the actual Diversion
Header to verify if it's sending "6667912" or "sip:6667912" 
(I guess you could request support for both).
