Nah, a soft limit applied only when the sim is below 75%, and a hard  
limit applied when the sim is stressed, is still pretty easy to  
understand and much more practical for the spotty distribution of  
scripts in SL.

If you keep your parcel below the soft limit, you would be guaranteed  
resources. If you let it go over the soft limit, you would risk having  
scripted objects returned. Maybe even have a landowner switch to allow  
overcommitment on the parcel, so people running sandboxes and the like  
could control it.
