One concern I have is that script limits could be turned around into a griefers tool. You will undoubtedly have scripts designed simply to use up all the bandwidth. And there might be more subtle exploits where the griefer uses up all the capacity, and then releases some of it at just the wrong moment to enable some nasty prank can be pulled which everyone else will be powerless to counteract.
