Maybe there are extenuating circumstances?  One can never rule out deliberate.

Especially when it's been said that fire began on the roof?  And burned down?

MSNBC, Fox and CNN all had video on line yesterday of this. I would be 
skeptical about it starting on the roof and burning down, but who knows.  At a 
certain point it looks like all floors are burning.  This isn't consistent with 
our HR fires where they seem to spread floor to floor and the lower floors are 
consumed before the higher floors ignite.  Perhaps the under construction 
explains some of the inconsistencies.  No information I could gather about fire 
safety systems including sprinklers.  One FF was reported
killed.

Subject: Information regarding Beijing's The Mandarin Oriental Hotel fire

Apparently the Chinese government issued an information blackout for the fire 
that appears to have completely engulfed the 34-story building this past 
Monday. The building is under construction and It looks like the fire involved 
the entire structure from top to bottom.
The fire supposedly started on the roof and then very quickly spread to all 
floors or at least so it seems before the information blackout. A fire like 
this does not seem to be expected. There must be some mitigating factors in the 
building design. Does anyone, perhaps knowing someone at Arup, have any inside 
information on the building's design? It seems there must be an important 
lesson in building design to be learned here.
