totally understand, I was angling for a subset of history as default (top sites or similar) but this also isn't possible with current sync.

I'm one of the people who would like to see device-specific controls for the data options. Part of that stems from the fact that I don't like having my Firefox on Android awesomebar flooded with crap from my desktop Firefox. Syncing right away means I would probably see the crap even though I want to remove it.
