I don't know about default password sync on/off by default. Password syncing is one of the most useful (with history and tabs being list useful, IMO). Not sure how much we can control sync order, but maybe if we sync passwords last they'd have more time to opt out of it if they didn't want to sync passwords up or down from The Cloud.
I'm fine with syncing everything by default, and then as soon as they hit "customize" pause all syncing until they finish customizing their selection. We want/need to keep the FxA sign in part generic b/c it will be used in a variety of contexts.
