On contrary, in many region in France (and better in my own region, Charente) Nominatim is accurate and use very well relations, it works fine and is quickly updated. For example i rencently add a new admin boundary (city regroupment = "communauté de communes" in France) and nominatim indicate it after 2-3 days.
