Neither; 100% is unrealistic. Getting '90%' on either measure exceeds my expectations. The only expectation that I have is that any significant changes likely to cause problems are flagged - and that's already covered in the FAQ: http://www.openbsd.org/faq/upgrade56.html#headsup The amount of work and commitment that goes into maintaining the list of changes is impressive (e.g. http://www.openbsd.org/plus56.html and the summary http://www.openbsd.org/56.html).
