This is what bugs me most about the Honor Code Office.  Any respectable
governmental system includes a regulatory mechanism for all of its
bodies.  In the case of a democracy, the government regulates the
people, but the citizens regulate the government.  The church has its
ecclesiastical line of authority, which ultimately terminates with God
(who obviously needs no regulatory mechanism).  BYU falls more into the
former category than the latter, which unfortunately most people don't
quite understand.  Hence, dealing with the HCO always leaves one feeling
violated because the HCO is in many respects, a vigilante justice
system.
