As I wrote in the inline comment... you just copy our rule to a different name
with higher number and add the statement of your device, for example:
ACTION=="add|change", SUBSYSTEM=="block", ENV{DEVTYPE}=="disk",
KERNEL='sda',RUN+="vdsm-elevator.sh cfq"
So if we use udev, we do not actually need to re-invent the wheel of rule base
processing... it is all there.
