The possible leetness is not in submitting it, it's in asking that it not be redistributed. It's as if someone said to project Gutenberg: I have OCR'd this book and you can have it but, as it's rare, you can only redistribute the table of contents. That may make sense from the point of view of the collector who owns the book and *wants* it to remain rare.
