Once again, Google is a for-profit, publicly listed business, not a charity.
Why should they spend the time and effort to help out small developers over big ones? Yes, the old "New" section is sorely missed, but I am sure if the new "Top new" must be more profitable for Google. You have to realize that Google has some of the world's smartest people working for them, and a decision like that is not taken blindly.
