I have seen this before: the user record is updated by workflow when permissions are added to CTM:People Permissions Group. Sometimes during data loading through the management tool, the user record is not synchronised correctly with the set of records in CTM:People Permissions Group. In fact, I have a Meta-Update script that validates/corrects the user record from the Permissions records :)
Validate that the Asset Admin group id is in the User record's group list for that user. You can probably do it visually and fix it manually. If the associated group id is missing, delete and re-add the permission.
