I think it should be translated in Japanese for these reasons. In the grey box, a Japanese user can read that Frequently Asked Questions (FAQ) in English for Audacity 2.0 are now included in the Manual. Then they see a heading in Japanese "Other languages" followed by text in English. So now users in Japanese have no Frequently Asked Questions in Japanese that they can find, because "For languages other than the above, please read Older Frequently Asked Questions for international help" has been left in English. If they understand that they should click "Older Frequently Asked Questions for international help" then they can at least still see the older Frequently Asked Questions in Japanese.
