Maybe that's just because you're a complete streetfighter fanatic...
I personally am not looking forward to SFV, simply because it does, at the moment, just look like a rehash of SFIV. I never really got into that game anyway, but it's not that I didn't try.

Assault is partially correct on the controller front. However, there's an important fact that hasn't been brought into this discussion, which is that PS3 controllers don't work on anything above windows 7, at least from my tests.
In terms of console controllers that work on later versions of windows (namely 7 and 8, not sure about XP), which are probably going to be your best bet, there's the xbox 360 wired controllers, or the Xbox One play and charge controller. However, with the Xbox One, you could always get the standa rd wireless one and use a micro usb cable that you have lying around. This isn't the case with the 360 version though, as the play and charge kit produced for that console for some reason never worked with PC (really Microsoft? .
Additionally, on Windows 8.x the drivers should be installed by default. For more information, see the beginnings of the Xbox One: Console and Controller guide for links to the drivers in case you need to install them.
