This is just more Fox News style propaganda. Unions typically have apprenticeship programs to teach people trades and test worker's skills before they become journeymen. Non-union contractors use day laborers that they pick up each morning at the 7-11. Day laborers will claim expertise in whatever job the contractor is looking for. This is why new construction is so often plagued by crooked walls and cracking foundations. Sidewalks are lumpy and not sloped to drain to the curb. Etc. Etc. Anyone with eyes can see this is neocon fantasyland propaganda.
