I don't believe this would really add a burden; we haven't had thunderbird bustage block landing code in the past, and we're not about to start. One other argument against the merge I can see is machine load: right now we don't run c-c automation in response to changes on our integration branches, but only on the merges to m-c. Perhaps we should keep doing that for now.
