For anyone following this or finding it in the archives, either my memory 
is mistaken (likely) or there has been a policy change. Tucows isn't 
letting us get this domain back. 

While I can see the business reasons for auctions and parked pages etc, it 
does not make me feel good that my client has no chance of 
retrieving/re-register his old domain because my supplier is holding it.
