The former means the reduced range is the bottom of the pack, the latter means 
it's the top.

I haven't used a car with a software limited battery but, as I understand, the battery is just not allowed to fully charge.  One benefit, observed and reported by many, is that SuperCharging goes MUCH faster near the top.  With a not limited battery, one rarely has the patience to fully charge at a SuperCharger because it tapers to just a few kw near the top.  A second touted benefit of limited batteries is that they have longer life.
