I think it is more important that we ourselves first outline what we
do and do not want to happen. The legalese will follow. Do we want
copyleft or PD ?  And do we force our policy onto uploaders, or do we
allow more liberal licenses as well?

We can have it hosted on lilypond.org, I think, I would have to talk
to the people running the host, if they will give you a login.
