Yes, from early days here and elsewhere I've had a disposition to associate Hum ,HAARP and CT's as natural bedfellows. They all exist are denied as being subterfuge and are new(ish) co- existers, in decades terms.
I also think ELF long distance comms. a prime suspect 'prime mover'. No doubt,as with all modern inventions, by-products - good [depending on which side you are], bad, intentional and 'unexpected' are all possible. The atmosphere does exert a huge force (1/2 ton? -if I remember right) on the human frame. 15lbs. on every sq.in. of body surface. Resonant EM layers would seem like a powerful way to get to a lot (like all?) of people... Interference with delicate body sensors like ears would not be difficult to pressage.
