The world wide local effect of Haarp is 'ELF magnetic' and the induced brain heating effects microwave- which would be detectable. I can't say that I know if anyones is looking on the health side, tbh- but the energy needed to drive CT / metallic cloud layers as waveguides would be substantial if rather short lived [& obvious as we know], but complete earth cover would need quite extraordinary power levels at high freqs- whatever the boost given by L.F EM effects from Haarp or mains ground leakage-the latter quantified elsewhere in the GW range, but low density, if I remember right. I must admit a survey of what is 'up there' would be interesting see on a wideband RF basis.
