The reasons are probably political, not to mention
archaic laws and the absence of good lawmakers (who're
actually supported in parliament!). 

I mean, legalizing guns would probably be better,
because most are available illegally, and thus
untraceable after a "situation". But, this opens up a
totally new debate, one which has raged the US for
eons : Gun law regulations.
