Much as the phone company should not dicatate who I can call or what I do on
the phone, so long as I am not breaking their terms (for example, some small
companies may not allow me to stay on more than an hour in remote, rural
areas).

More importantly, if I call my grandma on BIG PHONE CO, it should go thru
even if I am on a little remote phone co or if my phone has it's caller ID
blocked.  The receiver of the phone call is the one that should decide if
they wish to accept such a call, which is likely to be a telemarketer.
