I suspect the issue here has more to do with copyright violation than 
with controlling access to information. Service manuals cost a great 
deal to produce, and because the market is much more limited than for, 
say, a user manual, the cost of writing, printing, etc. has to be 
spread out over fewer copies. When someone posts an illegal copy on a 
web site, or makes a CD illegally, it is a form of theft.

Have you tried purchasing a service manual from Apple? Certainly in the 
case of cars, I was able to purchase a shop manual for my Dodge Caravan 
and for a Toyota from the dealer when I bought these cars new. Pricey, 
and they needed to be ordered, but easily available.
